November 10. 1998 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, November 10, 1998, <br />there were present: <br /> <br />Mayor James W. Holley III, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald <br />W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Whitehurst opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the <br />minutes of a Called Meeting on October 27, 1998, and a Regular Meeting on <br />October 27, 1998, and was adopted by unanimous vote. <br /> <br />98- 252 Presentations: <br /> <br />· Mayor Holley introduced Ms. Nancy Olivia Wilkins Bright who recently <br /> celebrated her '~00th birthday. <br />· Presentation to the Portsmouth Public Library Board. <br />· Presentation to Sheriff Gary Waters for the Portsmouth Sheriff's Office <br /> Inmate Work Program Receiving First Place for Governmental Agencies in <br /> the Keep America Beautiful Campaign. <br />· Presentation to Mayor Holley from Bill Ma of the China Market. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to suspend <br />Council's Rules and Procedures to consider Item 98-253 [d) and Item 98-254 (a- <br />g) prior to the regular public hearing, and was adopted by the following vote: <br /> <br />Ayes: Benn, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />98-253 Public hearing on street closure application: <br /> <br />(d) S-98-09 DOWNTOWN NEIGHBORHOOD - Street closure application of <br /> Citizen Trust Associates, L. L. P. and the City of Portsmouth to <br /> close a portion of Glasgow Street between Water Street and <br /> Crawford Street to facilitate hotel development and parking. <br /> <br />1. Barry W. Hunter, Kaufman and Canoles, One Commercial Place, Norfolk, <br /> spoke in support of the street closure. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to concur with the <br />recommendation of the Planning Commission to adopt the following <br />ordinance, and was adopted by the following: <br /> <br /> "ORDINANCE CLOSING AND VACATING A PORTION OF GLASGOW <br />STREET LYING EAST OF THE EASTERN RIGHT-OF-WAY LINE OF CRAWFORD <br />STREET AND WEST OF THE WESTERN RIGHT-OF-WAY LINE OF WATER <br />STREET." <br /> <br />Ayes: Benn, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />98-254 Adoption of the following resolutions and ordinance related to the <br /> development of the Portsmouth Hotel and Conference Center Project. <br /> <br /> <br />
