November 10, 1998 ~,~73 At a Called Meeting of the City Council on Tuesday, November 10, 1998, there were present: Mayor James W. Holley III, Cameron C. Pitts,I P. Ward Robinatt, Jr., J. Thomas Benn III William' E. Mo(~dy, Jr., Charles B. Whitehurst, Sr., City Manager Rona d W. Massie, City Attorney G. Timothy Oksman. 98-250 The following call for the meeting was read: "Please attend a Called Meeting of the ~City Council to be held in the City Manager's Conference Room, 801 Crawford S{re~t, 6th floor, 5:00 p.m., Tuesday, November 10, 1998, for the purpose of a Public Work Session. In addition, you may consider a motion to go into an Executive Session. By order of the Mayor." 98-251 The following item was discussed in Public Work Session: 1. 1999 Legislative Proposals Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to go into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia, to discuss or consider the following: 1. Appointments by Council to committees, boards, or commissions, as permitted by Subsection (A)(1); 2. Performance of specific public officers, appointees or employees of the City, as permitted by Subsection (A)(1). 3. Specific legal matters requiring the provision of legal advice by counsel, as permitted by Subsection(A)(7); The condition, acquisition or use of real property for a public purpose, or the disposition of publicly held property, as permitted by Subsection (A)(3). The subject real estate is located in the PortCentre and north waterfront areas of downtown Portsmouth. Motion was adopted by unanimous vote. Motion by Mr. Robinett, and seconded by Mr. Pitts, pursuant to Section 2.1- 344.1 of the Code of Virginia certifying that to the best of the Council Member's knowledge during the immediately preceding Executive Session of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom~ of Information Act, and Only such public business matters as were identified in the motion by which the Executive Session was convened, were heard, discussed or considered in the meeting by the City Council.
