<br /> WHEREAS, it is desirable and in the public interest that the Portsmouth Redevelopment and Housing Authorit
<br /> prepare aGeneral Neighborhood Rental Plan, presently estimated to cost $896,854.00, in that certain area,
<br /> herein designated a General Neighborhood Renewal Area, located in the City of Portsmouth, State of Virginia,
<br /> and described in the attached boundary description.

<br />NOW,
<br />
<br />1.
<br />
<br />THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORTSMOUTH:
<br />
<br />That the proposed General Neighborhood Renewal Area described above is an area consisting
<br />of an urban renewal area or areas which is of such size that the urban renewal, activities in
<br />the urban renewal area or areas may have to be initiated in stages, consistent, with the
<br />capacity and resources of the Portsmouth Redevelopment and Housing Authority over an estimated
<br />period of not more than eight (8) years.
<br />
<br />That the undertaking by the Portsmouth
<br />of a General Neighborhood Renewal Plan
<br />above is hereby approved.
<br />
<br />Redevelopment and Housing Authority of the pret~aration
<br />for the Gmmeral Neighborhood Renm~al Area described
<br />
<br />That it is cognizant of the intention of the Portsmouth Redevelopment and Housing Authority
<br />to undertake an urban renewal project promptly upon completion of the General Neighborhood
<br />Renewal Plan and the preparation of an urban renewal plan for such project, which project
<br />shall embrace at least 10 percent of the urban renewal area or areas within the General
<br />Neighborhood R~newal' Area and shall be of the character contermplated by Section il0(c} of
<br />Title I.

<br />4. That it is cognizant of the conditions that are imposed in the undertaking and carrying out
<br /> of urban renewal projects with Federal financial assistance under Title I, including those
<br /> relating to (a) a feasible method of relocation, (b) the provision of necessary, local grants-
<br /> in-aid, and (c) the prohibition of discrimination because of race, color, creed~ or national
<br /> origin; as well as ~he requirements of Section 102(d} of Title I that a General Neighborhood
<br /> Renewal Plan conform to the locality's general plan and Workable Program for Community
<br /> Improvement.
<br />
<br />'5. That it ~ the intention of this body that the General Neighborhood Renewal P~an will be used
<br /> to the fullest extent feasible as a g~ide for the provision of public improvements in the
<br /> General Neighborhood Renewal Area and that the Plan will be considered in formulating codes
<br /> and other regulatory measures affecting property in such Area and in undertaking other local
<br /> governmental activities pertaining to the development, redevelopment, and rehabilitation of
<br /> the Area.

<br />That the filing .of an application of the Portsmouth Redevelopment and Housing Authority for
<br />an advance of funds from the United States to enable it to defray the cost of preparing a
<br />General Neighborhood Renewal P~An for the proposed General Neighborhood Renewal Area described
<br />above is hereby approved."

<br /> The above bid does not include the furnishings for the building, architect's fees, parking lot and site
<br />preparation work. The total estimated cost for the entire project is $759,000.

<br /> Of the above amount, $569,000 will be received in Federal funds under the Hill-Burton Act. This leaves
<br />~ balance of $570,000 to be financed locally. Mr. Fred W. Beazley ~s previously committed $$S0,000 as local
<br />funds as the City did not have the fuuds to match the Federal funds available. Since receiving }he bids, I
<br />have discussed this with Mr. Beazley and he has agreed to furnish the $570,000 in order that this project
<br />can be completed."

<br /> Motion of Mr. Smith to concur in the recommendation of the .City Manager to award the contract to Robert
<br />R. Marquis, ~he lm¢ bidder, was adopted, without dissenting vote.
<br />
<br /> 70-267 - "I submit the attached resolution and recommend its adoption. This resolution commits ~e~City
<br />of Portsmouth to participation in the TOPICS Program of theVirginia State Highway Department. By addp,~gn
<br />of this resolution, the City agrees to pay its local share computed at 15% of the td~] eost of the maxiM~m
<br />figure of $45,488 covering the TOPICS study supervised by the State Highway Department. The cost to the City
<br />of Portsmouth is $8,262.
