<br /> As a matter of information, ~*o projects have already been approved by the Highway Department for the
<br />City of Portsmouth. These are the imProved signalization of High Street, and improvements to Victory Boulevard
<br />
<br />On motion of Mr. Holley the following resolution was adopted and by the following vote:
<br />
<br />"RES~UTION ENDORSING THE URBAN TRAFFIC ORPERATIONS PROGR~T0 IMPROVE CAPACITY ANDSAFETY
<br />(TOPICS) AND DESIGNATING THE SOUTHEASTERN VIRGINIA REGIONAL PLAN~ING COMMISSION AS THE
<br />COORDINATING AGHNT FOR SAID RROGRAM
<br />
<br /> ~FHEREAS, the Southeastern Virginia Regional Planning Commission has recommended endorsement of the
<br />establishment of an Urban Traffic Operations Program to Improve Capacity and Safety (TOPICS) and Type II
<br />System of roadways as presented by the Virginia Department of Highways and amended hy the eligible l~cal
<br />jurisdictions;
<br />
<br /> WHEREAS, the TOPICS Program is a new Federal-aid Program to improve roadways classified into a Type II
<br />System which are not now eligible for Federal aid; and
<br />
<br />WHEREAS, the financing of the TOPICS Program will be 50% Federal, 35% State and 15% local; and
<br />
<br /> WHEREAS, the justification of the proposed improvements can be best accomplished by a regional approach
<br />with the local share distributed on a per capita basis; and
<br />
<br /> WHEREAS, the Southeastern Virginia Regional Planning Commission approves the endorsed Type IISystem for
<br />all cities of the Region;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Cormcil of the City of Portsmouth, Virginia, that it hereby en-
<br />dorses the Urban Traffic Ooerati~ns Program to Improve Capacity and Safety (TOPICS) and designates the
<br />Southeastern Virginia RegiOnal Planning Commission as coordinating .agent for the Regional TOPICS program
<br />as an addition to the current Continuing Transportation Planning Process.

<br /> BE IT FURTHER RESOLVED that this Council hereb~ agrees to contribut its prorated share of Eight Thousand
<br />and Two Hundred Sixty-Two and 00/100~ ($8,262.00) Dollars for the program of evaluation and planning."
