In a previous inspection report, our representative found that females were not being segregated from <br />males. During this inspection our representative observed females and males in the bull pen area unsegregated. <br />This Department's rules ~nd regulations for the administration of local jails and lohkups authprized by <br />Section 53-153, Code of Virginia as amended, state: "The cell sections shall be so arranged as to proiide <br />the following types of segregation. Males shall be segregated from females. No comrmanication of any kind be- <br />tween male and female prisoners shall be permitted." This~Department will not tolerate vilation of this sectio~ <br />of its rules and regulations. As you are aware, this Department's rules and regulations state: "The chief of <br />police, town sergeant, or in case of a county operating a lockup, the sheriff, shall be responsible that the <br />lockup is operated in full conformity to these regulations." In the future under no circumstances shall male <br />and female prisoners be held in the same area of the lockup. Our representative observed two females and four <br />males in the bull pen area at the time of this inspection. <br /> <br />If this Department can be of any assistance to you, please call on us." <br /> <br />Motion. of Mr. Smi*Jl (I) to receive as information was adopted without dissenting vote. <br /> <br /> Mr. Turner suggested that the City Council take the proper action to insure that in the future these <br />regulations are enforced. <br /> <br />70-299 - The following letter from the Director of City Planning was read: <br /> <br /> "At its regular monthly meeting on July 7, 1970, THH City Planning Commission resolved to recommend fl~at <br />Moorview Avenue be changed to SeaguardAvenue in compliance with a request from the only addressee located <br />on this particular street." <br /> <br /> Motion of Mr. King to refer to the City Attorney for~ proper handling was adopted, without dissenting <br />vote. <br /> <br />70-300 - The following letter from the Director of City Planning was read: <br /> <br /> "At its regular monthly meeting on July 7, 1970, the CityPlanning Commission publicly considered estab- <br />lishment of a special setback linealong George Washington Highway from Elm Avenue north to. the Naval ~ip~u~ <br />gate near Chestnut Street. <br /> <br /> The Commission found, no opposition to its proposal for reserving a right-of-way of 100 feet for ~his <br />stretch of an important north-south highway. <br /> <br /> It resolved to recommend that you amend the set'back ordinance to include this provision for I00 feet north <br />of and perpendicular to the Naval Shipyard property." <br /> <br />Motion of Mr. Turner to refer to the City Attorney was adopted, without dissenting vote. <br /> <br />70-501 - The following letter from the Director of City Planning was: read: <br /> <br /> "At its regular monthly meeting on July 7, 1970, the City Planning Commission reconsidered, at your re- <br />quest, the following rezoning petition: <br /> <br /> Z-70-8 Application of Chesport Corporation, by Attorney James E. Rinehart, to rezone property fronting <br />150 fee~the south side of Or~on Avenue beginning 225 feet southwestfrom Kings Highway; from Residential <br />R-75 to Commercial C-2. Referred back by City' Council. The Planning Commission, on May 5, 1970, recommended <br />denial. <br /> <br /> The Planning Commission resolved to reaffirm its position and recommends that you deny the application <br />for the reasons stated in our earlier report." <br /> <br /> Motion of Mr. Smith (I) to concur in the recommendation of the Planning Commission was adopted, without <br />dissening vote. <br /> <br />70-382 - The following letter from John D. ~offenbarger, 3202 High Street was read: <br /> <br /> "Enclosed herein you will find a petition signed by a majority of the businesses located in the $100-3500 <br />blocks of High Street. This petition, we feel, is in order due to the seriousness of the matter to which it <br />addresses itself. That matter being the construction of a median strip on High Street which will eliminate <br />much needed access to our business establishments. <br /> <br /> The petitioners feel very strongly that this unneeded median will seriously jeopardize our businesses <br />and directly affect our citizens ~n the City of Portsmouth. In affecting the businesses specifically in this <br />area a loss ~ §nsiness would result and naturally a loss of taxable revenue for the City. The possible <br />necessity of having to relocate some of the businesses in order that they might be accessible to their clients <br />is also an undesirable possibility. <br /> <br /> It is hoped that immediate action can be taken to eliminate this obnozious and detrimental median which <br />is definitely not in the best interest of the businesses and citizens of our City. We will appreciate your <br />immediate consideration and action on this matter." <br /> <br /> Motion 6f Mr. Raymond Smith to refer to the City Manager to confer with the Highway Department was <br />adopted without dissenting vote. <br /> <br />70-305 - The following letter from Wesley Community and Child Service Center, Inc. was read: <br /> <br /> "This is to inform you that the Suuthside Neighborhood Assembly of Portsmouth, Va. does hereby endorse the <br />Blue Ribbon Police-Community Relate, on Commission and Board." <br /> <br />Motion of Mr. King to receive as information. <br /> <br /> <br />
