July 14. 1970 <br /> <br />- NEW BUSINESS - <br /> <br />70-293 - The following letter from the }~edic-Home ttealth Center, Earl Titman, Administrator, was read: <br /> <br /> '~e want you to know that we are deeply grateful for the impressive work Chief Ballentine and his men <br />did in handling the tragic fire here yesterday. <br /> <br /> Their work on the fire itself was only part of their activity: their sympathetic attention to the <br />welfare and comfort to the patients was outstanding both in evacuating the critical areas and then returning <br />patients to rooms when the chief gave the order. Their assistance in the clean-up and their work in reactivat- <br />ing the sprinkler system was most helpful. <br /> <br />We appreciate their work and commend them foF efficiency." <br /> <br /> Motion of Mr. Irvine Smith to receive as information and that the letter be acknowledged, was adopted, <br />without dissenting vote. <br /> <br /> 70-294 - Report from the State Auditor of Public Accounts on the audit of the Juvenile and Domestic <br />Relations Court for the fiscal year ended June 50, 1969 was presented, and on motion of Mr. Turner, received <br />as information, without dissenting vote. <br /> <br /> 70-295 - Report from the State Additor of Public Accounts on the audit of the Municipal Court for the <br />fiscal year ended June 30, 1969 was p~esented, and on motion of Mr. King, received as information, without <br />dissenting vote. <br /> <br />70-296 - The following letter from Capt. R. M. Freeman, USCH (Ret.) was read: <br /> <br /> "Recent news releases concern a proposal to erect a 200 place restaurant on a portion of the vacant City <br />property immediately north of the Portsmouth Coast Guard Museum's Lightship "P~rtsmouth". <br /> <br /> Our Board of Directors is concerned with the possible obstruction of our ship from view to southbound <br />river traffic. Accordingly, you are respectfully requested to insure that the ship will remain visible to <br />river traffic approaching from the north. A building line set-back from the river's edge, location of the <br />parking area and park and lawn areas determined by an engineering study, would provide a lay-out which will <br />insure the unobstructed visibility desired. <br /> <br /> Your interest, concern and u~timate action are solicited to accommodate the needs of both the new building <br />and the existing Lightship." <br /> <br /> Motion of Mr. Smith (I) to refer to the City Manager with the request that he submit information to a <br />conference of Council was adopted; with one dissenting ~ote - that of Mr. Molley. <br /> <br />70-297 - The following letter from the ~Cradock P~operty Owners' Association <br /> <br /> "13~e Cradock Property Owners' Association respectfully asks your serious consideratinn for appointment <br />~o tt}e School Board, Mr. Purl Powell, 6 Oahlg~en Avenue, Portsmouth, Virginia, 25702 to fill one of the <br />vacancies caused by the resignation of two of the School Board members. <br /> <br /> The citizens of Cradock, b~ing completely familiar with Mr. Powell's background, capabilities and characte~ <br />believe he would make a most effective member for the Board. His qualifications are the following: <br /> <br />1. Mr. Powell has spent most of his%lffe in Cradock. His children graduated from the local schools. <br /> <br />2. He attended the University of South Carolina for ~o and one half years. <br /> <br />5. He has attended several Real Estate schools and holds licenses from the same. <br /> <br />4. He has been active in church work andlis presently Chairman of the Administrative Board of <br /> Cradock Methodist Church. <br /> <br />S. He owned his b~m business until recently. For the past three years he has been employed by <br /> S. L. Nusbamm Company. <br /> <br /> If appointed, we feel he would be able to serve the Board and committees with a mazimum of-success <br />which would be satisfactory, to all concerned. <br /> <br />Thank you for your consideration." <br /> <br /> Motion of Mr. Holley to receive as in£ommation and that Mr, Pool be advised that a decision had been made <br />in this matter prior to receipt of his letter but that Mr. Powell would be given consideration for election <br />to a~ board or commission of the City when there is a vacancy in the future, was adopted, without dissenting <br />vote. <br /> <br /> 70-298 - The following letter from R. P. Mason, Jails Superintendent, Department of Welfare and <br />Institutions, was read: <br /> <br /> "A representative of this Department called at the Portsmouth City Lockup, June 17, 1970 at 12:50 P.M. <br />to perform a rm~ine inspection. Upon arrival, our representative contacted Officer Wilson who accompanied <br />our representative .during the inspection. At the time of this inspection four male and three fe~le prisoners <br />were being held in the lockup. <br /> <br /> During the inspection no changes to the bu~i!ding were noted. It is suggested if you are to continue to <br />use this building for any length of time that the walls and bars be given a good scrubbing. Cleanliness and <br />sanitation throughout the lockup was fairly good. <br /> <br /> <br />
