<br />"AN ORDINANCE TO APPROPRIATE $2,000.00 FROM THE GENERAL FUND FOR A PILOT PROJECT ON

<br /> Motion of Mr. King that the fee of $2.00 per person for registration(participatio~be eliminated, was
<br />adopted, withou~% d~ssenting vote.
<br />
<br /> Vote being taken on Mr. Holley's motion, the ordinance was approved on first reading and by the following

<br /> 70-290 - "I am in receipt of the attached letter from the School Board requesting authorizatipm to be
<br />allowed-to apply for, receive and expend funds from Federal, State and other sources that are not included
<br />in the 1970-71 school budget. This is an annual request made by the School Board w hidx has been granted to
<br />allow them to take advantage of various Federal-funded programs for which they are eligible and have not been
<br />made a part of the School Board's annual budget."

<br /> Motion of Mr. Smith (I) to concur in the request of the School BoaMd was adppted, without dissenting
<br />VOte.
<br />
<br /> 70-291 - "I submit the attached ordinance and recommend it be placed on first reading. This authorizes
<br />the issuance of $1,500,000 in General Obligation Bonds. These bonds are to cove~ highways, public buildings~
<br />schools, urban renewal, acquisition of land, and other projects which have been completed or are in the pro-
<br />cess of construction, but have not been bonded.
<br />
<br /> We do not anticipate the sale of these bonds at this time, but by the adoption of this ordinance, it will
<br />allow us to do short-term borrowing until such time that there is a more favorable bond market. Tile adoption
<br />of this ordinance also eliminates the necessity fo borrowing against the current revenues of the City."
<br /> On motion of Mr. Smith (I) the following ordinance was approved on first reading and by the following vote
<br /> "AN ORDINANCE AUTHORIZING THE ISSUANCE OF ONE MILLION THREE HUNDRED THOUSkND ($1,$00,000.00) DOLLARS
<br /> OF BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNO~N AS GENERAL OBLIGATION BONDS, FOR THE PUR-
<br /> POSE OF PROVIDING FL~DS FOR THE CONSTRUCTION OF SCHOOLS, CERTAIN OTHER PUBLIC BUILDINGS, HIGNWAYS
<br /> ~ND STREETS; FOR THE P~R~ASE OF PROPERTY; AND FOR URBAN RENEWAL PURPOSES."

<br /> 70-292 - The City Manager gave a verbal report on abandoned vehicles, which was on motion received

<br />PERTAINING TO PODLROO~S AND BILLIARD ROOMS."
