Cleaves Manning and Curtis Cone of Curtis Cone Metal Company spoke~ On motion of Mr. King the following ordinance was approved on first reading and by the following vote: "AN ORDINANCE TO AMEND SECTION 4-4 OF THE ZONING ORDINANCE OF THE C~TY OF PORTSMOUTH, 1961, PERTAINING TO FENCING REQUIREMENTS FOR JUNKYARDS AND SCRAP PROkwESSOR$.'' Ayes: ttolley, Johnson, King, Smith (R), Turner, Barnes Nays: None ~ The following reports from the City Manager were read: 70-312 - "I submit the attached ordinance and recommend it be placed on first reading. This updates.the City's Building Code by the adoption of the 1970 revisions to the Southern Standard Building Code. These revisions will be incorporated in the Building Code of the City of Portsmouth in order to keep our Code abreast of the most modern codes and methods of construction available, and to insure that the citizens of Portsmouth are provided with the maximum amount of safety at minimum expense." On motion of Mr. King, the following ordinance was approved on first reading and by the following vote: "AN ORDINANCE TO AMEND THEMBUILDING CODE OF THE CITY OF PORTSMOUTH, ADOPTING THE 1970 REVISION TO THE SOUTHERN STANDARD BUILDING CODE." Ayes.: Holley, Johnson, King, Smith (R), Turner, Barnes Nays: None 1970, BY 70-313 - '~I sUbmit the attached ordinance and recommend it be. placed on first reading. This updates the City of Portsmouth's Plumbing Code by the adoption of the 1970 amend- ments to the Southern Standard Plumbing Code. The Plumbing Examining Board has approved these amendments and has recommended that they be included in the Plumbing Code of the City of Portsmouth. This incorporates use of plastic materials .on~ a~limited basis and does provide for the type of plastic being used by the Department of Utilities for water service'lines." On ~otion of Mr. Holley the following ordinanqe was approved on first reading and by the following vote: "AN ORDINANCE TO AMEND SBCTI8N 29.~1-21.1 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADOPTING THE 1970 REVISION TO THE SOUTHERN STANDARD PLUMBING CODE, 1967 EDITION." Ayes: Holley, Johnson, King, Smith (R), Turner, Barnes Nays: None ~-314 - ~'I submit the attached ordinance and recommend it be placed on first reading. This updates the City of Portsmouth's Gas Code by the adoption of the 1970 revisions to the Southern Standard Gas Code.~ These amendments are adopted annually in order that we can keep our codes up to date with-current practices in the construction field." Ayes: Holley, Johnson, King, Smith (R), Turner, Barnes Nays: None 78-315 "I submit the attached ordinance and recommend it be placed on first reading. This Ch:anges the name of Moorview Avenue to Seaguard Avenue. The request for this name chaJge was submitted by the Seaguard Paint Company. ~ The Planning Commission has reviewed this change and has so recommended. This street name change only affects the Seaguard Paint Company."
