1970 <br /> <br />The following reports from the City Manager were read: <br /> <br /> 70-558 - 'I submit the attach.ed ordinance and recommend it be placed on fiTst <br />reading. Th~s amends Chapter 11, Article III of-the Fire Prevention Code. It adoptp the <br />1970 edition of the American Insurance Association and the standards and recommended practice~ <br />of the National Fire Code, 1970-71 edition. This updates the City of Portsmouth's present <br />Fire Prevention Code to include these two editions." <br /> <br /> On motion of Mr. King, the following ordinance was approved on first reading and by the <br />following vote. <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY AMENDING CHAPTER II, ARTICLE III THEREOF SO AS TO ADOPT THE FIRE PREVENTION <br />CODE, 1970 EDITION, OF THE AMERICAN INSURANCE ASSOCIATION AND THE STANDARDS <br />AND RECOMMENDED PRACTICES OF THE NATIONAL FIRE CODES, l~Y0-71 EDITION, AS THE <br />FIRE PREVENTION CODE OF THE CITY OF PORTSMOUTH; AND BY AMENDING CHAPTER <br />ARTICLE IV, SECTIONS 11-24.1 AND 11-24.2 THEREOF." <br /> <br />Ayes: Hotley, Johnson, King, Smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-359 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $850 for the purchase of books for the Civil Service Commission. <br /> <br /> Civil Service has recommended that these books be purchased for members of the <br />Portsmouth Police Department. They will be used as reference books for the Civil Service <br />examinations." <br /> <br /> On motion of Mr.~ Smith (R), the following ordinance was approved on first reading, anR <br />by the following vote: <br /> <br />'AN ORDINANCE TO APPROPRIATE $850.00 FROM THE GENERAL FUND FOR THE PURCHASE <br />OF BOOKS FOR THE CIVIL SERVICE COMMISSION." <br /> <br />Ayes: Holley, Johnson, King, Smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-360 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $35,000 toward the purchase of the new Police communications system. <br />This is peing installed in the new Civic Center where we are developing a centralized <br />communication system. <br /> <br /> This covers the City's payment for the 1970-71 fiscal year. The balance of the payments <br />over a three-year period will be incorporated in the annual budget. Tile total cost of <br />this system is approximately $120,000." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading and <br />by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $55,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br /> FUND FOR PAYMENTS ON THE POLICE COMMUNICATIONS SYSTEM." <br /> <br />Ayes: Holley, Johnson King, Smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-361 "I submit the attached resolution and recommend its adoption. <br />the signing of a lease for the Key Road School to the Olympian Sports Club. <br />desires to use the building to develop recreation activities for children in <br />hoar this building. <br /> <br />This authorizes <br />This organization <br />the neighborhoods <br /> <br /> Originally, the Kirk-Cone Rehabilitation Center had interest in leasing this property; <br />however, they have Dotified me that they do not desire to use the building. It is, therefore, <br />my recommendation that this building be leased to the Olympian Sports Club. The lease <br />does not provide for the payment of any rent; however, it does require that the necessary <br />insurance be carried." <br /> <br />On motion of Mr. King the following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE LEASE OF THE KEY ROAD SCHOOL TO THE OLYMPIAN <br />SPORTS CLUB, INCORPORATED <br /> <br /> WHEREAS, Mr. A. P. Johnson, Jr., City Manager of the City of Portsmouth, Virginia, <br />finds it to b~ in the best interestof the CSty of Portsmouth, Virginia to lease that certain <br />parcel of land situate in the City of Portsmouth known as the Key Road School to the Olympian <br />Sports Club, Incorporated. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that <br />the City Manager be authorized to sign such lease agreement attached hereto." <br /> <br />Ayes: Johnson, King, <br />Nays: None <br />Abstaining: Holley, Turner <br /> <br />Smith (R), Barnes <br /> <br /> <br />
