Anmmt 25. 1970 <br /> <br />At a regular meeting of the City Council, held on August 25, 1970, there were present: <br /> <br />Jack P. Barnes, James W. Holley, Burrell R. Johnson, Isaac W. King, Raymond B. Smith, Raymond Turner, <br />A. P. Johnson, Jr., City Manager, and W. T. O'Brien, Assistant City Attorney. <br /> <br />The meeting was opened with prayer by Mr. King. <br /> <br /> The minutes of the regular meeting held on Au~2st 11, 1970 were read and approved. <br /> <br /> 70-355 - The following resolution, commending Miss Black Virginia was read and will be presented to <br />Miss Morrison at a later date: ~ <br /> <br />"^ RESt]LOTION CO~WENDING MISS E~-~A JE~NE ~,~ORRISON, MISS BLACK VIRGINIA FOR 1970 <br /> <br /> )~EREAS, Miss Emma Jeane Morrison, Miss Black Portsmouth, has recently won the title of Miss Black <br />Virginia in the Miss Black Virginia Pageant; and <br /> <br /> I~HEREAS, Miss Morrison has distinguished herself and her family by winning the title of ~iiss Black <br />Virginia while competing with seventeen other contestants from all regions of the Commonwealth of Virginia; <br />and <br /> <br /> B~{EREAS, such achievement furnishes an extmaordinary example for the young women of this City and en- <br />courages similar achievements by other young women of Portsmouth. <br /> <br /> NOW, THE~J~FORB, BE IT PJ~SOL~ED by the Council of the City of Portsmouth, Virginia, that Miss Morrison <br />be hereby commended on behalf of the citizens of this City for her achievements. <br /> <br /> BE IT FURTHER RESOLVED that Miss Morrison be extended on behalf of the citizens of the City every wish of <br />success in the forthcoming Miss Black B3nerica Pageant and in herefuture endeavors. <br /> <br /> BE IT FURTHER RESOLI~D that a copy of this resolution be spread upon the minutes of this Council and that <br />a copy be presented to Miss Emma Jeane Morrison." <br /> <br /> 70-356 - The following resolution co.ending the American Junior Bowling Con~ress National Duckpin <br />Championship Team from Portsmouth ~as presented to the Championship Team. <br /> <br />"A RESOLUTION CO~NDING THE ~MRICAN JUNIOR BOWLING CONGRI~.SS NATIONAL DUCKPIN CHAMPIONSHIP <br />TEAM FROM PORTSMOUTH <br /> <br /> P~EREAS, the Portsmouth Jaycees bowling team has recently won the American Junior Bowling CongreSs <br />National Duckoin Championship in the Junior Boys' Division at a to~rrnament held in Washington, D. C. <br /> <br /> ~HERE;$, this outstanding national sports achievement was accomnlished through the brillien performance <br />of tea~ members Bert Surmer, Jimmy Boswell, Ricky Sirico, Donnie Johnson, Denny Burris and Coach Herbert Ripley <br />of the Portsmouth Jaycees Bowling Team. <br /> <br /> I~BREAS, such achievements furnish an extraordinary example for this City's young people and encourage <br />similar achievements by other Portsmouth youth. <br /> <br /> N~I, THEREFOR~, BE IT RESOLVED by the Council of the City of Portsmouth, VirRinia, that the Portsmouth <br />Jaycees Championship Bowling Team be hereby commended on behalf of the citizens c~f'this City for their akhieve- <br />ments. <br /> <br /> BE IT FURTHER RESOLI~D that the Portsmouth Jaycees Chamoionshio Bowling Team be extended on behalf of <br />the citizens of the City every wish of success in their future endeavors. <br /> <br /> BE IT FURTHER RESOLVED that a copy or-this resolution be snread upon the minutes of this Council and <br />that a copy be presented to the coach and each =m~mber of the team." <br /> <br />70-557 - The following letter from the United Drug Abuse Commission was read: <br /> <br /> "The United Drug Abuse Council, Inc. reouests an appointment with the City Council of Portsmouth at its <br />meeting on $ugust 25, 1970 for the purpose of requesting Council's endorsement of UDAC as the regional coordi- <br />nating body for narcotigs addiction and drug abuse control activities and appropriation for a pro rata share <br />of initial operating expenses. <br /> <br /> Determination of pro rata shares of the initial funds required of each of the four cities in the United <br />Drug Abuse Council service area -- Chesapeake, Norfolk, Portsmouth and Virginia Beach -- has been made on a <br />population basis amounting to 4.4e per capita. In the area served by the United Communities Fund, Inc., <br />(Norfolk, Virginia Beach and part of Chesapeake) the Fund has appropriated 1~ per capita which reduces the <br />amount requested from the Councils of those citi6s. In Portsmouth the pro rata share to be requested is $5,~05 <br />or 4.4~ perccapita for 125,077 population. <br /> <br /> As you know, on July 23, 1970, the Southeastern Virginia Planning District Commission recognized the <br />United Drmg Abuse Council, Incorporated as the Commission's coordinating agency for drug abuse control activitie <br />within Planning District 20 subject to certain conditions which are being met by UDAC. <br /> <br /> The United Drug Abuse Council, Incorporated has been accepted as a member agency, effective in 1971, by the <br />United Communities Fund, Inc. It is anticipated that this source of permanent funding will be a~gmentedby <br />other permanent funding adequate ~o insure continued support oft he program after the first year of operation. <br />Therefore, it will be unnecessary for UDAC to request additional funds for a~l~inistrative expense from the City <br />of Portsmouth in the future." <br /> <br />~r~ l~adsworth spoke. <br /> <br /> Motion of Mr. Turner that an ordinance be pr~ymed ~Dpropriating Portsmouth's per capita share to UDAC, <br />!nc., was adopted, without dissenting vote. <br /> <br /> <br />
