70-471 - "I recommend that the proper City officials be authorized to sign an agreement <br />between the Norfolk Chapter, National Defense Transportation Association and the City of Port <br />This agreement will make available to the City in times of civil defense emergencies various <br />types of transportation equipment for the movement of people, transport of civil defense <br />and other emergency relief workers, as well as the transportation of supplies. This will <br />be privately owned equipment that has been voluntarily committed by the owners for use <br />in these emergency operations. The Norfolk Chapter of the NDTA will provide the City with <br />a list of personnel and designated alternates representing all local modes of transportation <br />as well as the specialized equipment available." <br /> <br /> Motion of Mr. King that the proper City officials be authorized to sign the agreement <br />was adopted, without dissenting vote. <br /> <br /> 70-472 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $400,000 as the City of Portsmouth's commitment to the Building Fund of <br />the Portsmouth General Hospital. The hospital has notified the City that they are in need <br />of these funds to meet their commitments on the construction now in progress. These funds <br />will be paid to the hospital on a basis of $100,000 per month over the next four months." <br /> On motion of Mr. Turner, the following ordinance was approved on first reading, and by <br /> the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $400,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br /> FUND AS A CONTRIBUTION TO THE PORTSMOUTH GENERAL HOSPITAL BUILDING FUND." <br /> <br /> Ayes: Holley, Johnson, King, Smith (R), Turner, Barnes <br /> Nays: None <br /> <br /> 70-475 - "I submit the attached resolution and recommend its adoption. This authorizes <br />the issuance of $400,000 in General Obligation Bonds to cover the contribution by the City <br />to the Portsmouth General Hospital. These bonds will not be issued at this time but this <br />will give the City authority to borrow temporary funds until such time as the bonds are <br />issued." <br /> <br />On motion of Mr. King, the following resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE ISSUANCE OF $400,000.00 OF BONDS OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGATION BONDS, <br />FOR THE PURPOSE OF PROVIDING FUNDS FOR HOSPITAL CONSTRUCTION. <br /> <br /> WHEREAS, it is necessary for the City of Portsmouth to provide funds for hospital <br />struction; and <br /> <br />~mouth. <br /> <br /> WHEREAS, there are no funds in the treasury of the City of Portsmouth applicable to <br />the payment of said expenses, and it is accordingly necessary,to issue~%onds of the City <br />in the sum of Four Hundred Thousand and no/100 ($400,000.00) Dollars for that purpose. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br /> SECTION 1. For the purpose of providing funds for hospital construction; there shall <br />be issued Four Hundred Thousand and no/lO0 ($400,000.00) Dollars of bonds of the City of <br />Portsmouth, to be known as General Obligation Bonds, pursuant to the provisions of Chapter <br />5 of Title 1S.1 of the Code of Virginia and other provisions of law applicable thereto. <br />The said bonds shall be serial bonds and shall be issued at one time or a part thereof from <br />time to time and shall be in such form and of such denomination as the Council shall direct. <br />Each issue shall be payable not exceeding forty (40) years from its date, and said bonds <br />shall bear interest at a rate or rates to be hereafter determined by the Council, upon the <br />sale of said bonds, provided that the maximum rate of interest shall not exceed the maximum <br />rate of interest authorized by law at the time of the sale of said bonds. <br /> <br />SECTION 2. This resolution shall take effect from its passage." <br /> <br />Ayes: Holley, Johnson, King, Smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-474 - "Mr. James A. Borum desires to sell property owned by him on Beacon Road. <br />There is, however, a sewer easement located on the property and running beneath the house. <br />A sewer line is not located within the easement.
