October 27_ 1970, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PORTSMOUTH, <br />VIRGINIA. <br /> <br /> SECTION t. For the purpose .of providing ~funds for street construction, there shall <br />be issued Seventyfive Thousand Seven Hundred Eightyfive and no/100 ($75,785.00) Uollars of <br />bonds of the City of Portsmouth, to be known as General Obligation Bonds, pursuant to the <br />provisions of Chapter 5 of Title 1S.1 of the Code of Virginia and other provisions of law <br />applicable thereto. The said bonds shall be serial bonds and shall be issued at one time <br />or a part thereof from time to time and shall be in such form and of such denomination as <br />the Council shall direct. Each issue shall be payable not exceeding forty (40) years from <br />its date, and said bonds shall bear interest at a rate or rates to be hereafter determined <br />by the Council, upon the sale of said bonds, provided that the maximum rate of interest shal <br />not exceed the maximum rate of interest authorized by law at the time of the sale of said <br />bonds. <br /> <br />SECTION 2. This resolution shall take effect from its passage." <br /> <br />Ayes: Holley, Johnson, King, Smith (R), Barnes <br />Nays: None <br /> <br /> 70-466 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $1,500 for the purchase of equipment for the City Library. This repre= <br />sents funds that the Library has received from the State which have not been budgeted." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, <br />and by the following vote: <br /> <br />"AN ORDINANCE TO-APPROPRIATE $1,S00.00.FROM THE GENERAL FUND FOR THE <br />PURCHASE OF EQUIPMENT FOR THE PORTSMOUTH PUBLIC LIBRARY." <br /> <br />Ayes: Holley, Johnson, King, Smith (R), Barnes <br />Nays: None <br /> <br /> 70-467 "I submit the attached ordinance and recommend it be placed on first reading. <br />This closes Railroad Avenue between the southern right-of-way line of Deep Creek Boulevard <br />and the northern right-of-way line of Portsmouth Boulevard. It also closes portions of two <br />10-ft. unnamed alleys in the general area of Railroad Avenue. These closings have been re- <br />quested by Angelina Eates, Louis J. Eates, Frank P. Eates and the Norfolk and Portsmouth <br /> <br />Belt Line Railroad Company. <br /> <br /> These closings have been approved by the Planning Commission and a <br />is attached hereto.'~ <br /> <br /> On motion of Mr. smith (R) the following ordinance was approved on <br />the following vote: <br /> <br />report of the viewers <br />first reading, and <br /> <br />"AN ORDINANCE TO CLOSE PORTIONS OF RAILROAD AVENUE AND TWO UNNAMED <br />ALLEYS." <br /> <br />Ayes: Holley, Johnson, King, Smith (R), Barnes <br />Nays: None <br /> <br /> 70-468 - ~e have received notice from the Virginia State Library that federal funds <br />in the amount of $52,604 are available to the City for the construction of the Churchland <br />Branch Library. The City's original request was for a sum of $62,622 representing 50% of <br />the estimated total cost for this project. The amount approved is $10,018 less than what <br />we applied for. <br /> City notify them if we plan to proceed with the const~c- <br /> The <br /> State <br /> has <br /> requested <br /> that <br /> the <br />tion of the library and use these federal funds. The construction of the library is a com-i <br />mitment made by the City when this area was annexed. It is my recommendation that we proceeld <br />with the construction of this library with modifications due to the reduction of the federal~ <br />grant and that we so notify the State." <br /> <br /> Motion of Mr. King to concur in the recommendation of the City Manager was adopted <br />without dissenting vote. <br /> <br /> 70-469 - "I recommend that the proper City officials be authorized to sign a deed conv~ fg <br />ing to Maryview Hospital that portion of West Road accruing to the City due to the closing <br />of this street." <br /> <br /> Motion of Mr. Johnson that the proper city officials be authorized to sign the deed <br />was adopted~ without dissenting vote. <br /> <br /> 70-470 "I recommend that the proper City officials be authorized to sign an agree- <br />ment between Maryview Hospital and the City of Portsmouth for the use of West Road. This <br />lease will allow the City to maintain and repair the street for use by the general public <br />as a means of vehicular access and right-of-way from High Street. This will allow the strec <br />to remain open until such time as Maryview Hospital needs the land for the construction <br />of the Community Mental Health Center." <br /> <br />PRESENT - MR. TURNER <br /> <br /> Motion of Mr. Holley that the proper city officials be authorized to sign the agree- <br />ment ~a$ adopted, without dissenting vote. <br /> <br /> <br />
