~tnh~ 27~ 1070 <br /> <br />At a regular meeting of the City Council, held on October 27, 1970, there were pre~ent: <br />Jack P. Barnes, James W. Holley, Bzn'rell R. Johnson, Isaac W. King, Raymond B. Smith, A. P. Johnson, Jr., <br />City Manager and M. A. Korb, Jr., City Attorney. <br /> <br /> The meeting was opened with prayer by Mr. King. <br /> <br /> Minutes of regular meeting held on October 15, 1970 were read and approved.. <br /> 70-461 - The annual report of the Portsmouth Redevelopment and Housing Authority was presented by <br />Leo V. Schocklin, Chairman. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 70-462 - "I submit the attached ordinance and recommend it be>placed on first reading. <br />This appropriates $59,050 for the purchase of the mobile crime laboratory and necessary <br />equipment. This appropriation represents the amount of federal funds-to be received on <br />this project. <br /> <br /> Local funds were previously appropriated through the general operating budget. The <br />City's share of this project amounts to $39,197. Local funds can be in kind services such <br />as police officer's salaries which we have allocated to this project." <br /> <br /> On motion of Mr. Smith (R) the following~ordinance was approved on first reading, and by <br />the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $59,050.00 PROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE PURCHASE OF EQUIPMENT FOR THE MOBILE CRIME LABORATORY." <br /> <br />Ayes: Holley, Johnson, King, Smith (R), Barnes <br />Nays: None <br /> <br /> ~0-465 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $35,000 for the Parks-In-Cities Project. This appropriation represents <br />the federal funds that will be received on this project. We have previously appropriated <br />the local cost on this project in the amount of $35,000. <br /> <br />These funds will be used to develop new parks in various sections of the City." <br /> <br /> On motion of Mr. King, the following ordinance was approved on first reading, and by the <br />following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $35,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE CONSTRUCTION OF PARKS UNDER THE FEDERAL 'PARKS-IN-CITIES' PROGRAM." <br /> <br />Ayes: Holley, Johnson, King, Smith (R), Barnes <br />Nays: None <br /> <br /> 70-464 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $75,785 in the Capital Budget for the construction of the additional <br />lane on High Street West between the Churchland Bridge ahd Cedar Lane. These funds were <br />not expended in the 1969-70 budget as the project was not begun until after the budget <br />expired. It is necessary that the funds be reappropriated to pay for the project. <br /> <br /> I am requesting that this be appropriated in the Capital Budget in order that it can <br />be bonded at a later date if the Council so desires." <br /> <br /> On motion of blr. Smith (R) the following ordinance was approved on first reading, and <br />by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $75,785.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE WIDENING OF HIGH STREET WEST." <br /> <br />Ayes: Holley, Johnson, King, Smith (R), Barnes <br />Nays: None <br /> <br /> 70-465 - "I submit the attached resolution and recommend its adoption. This authorizes <br />the issuance of General Obligation Bonds in the amount of $75,785. This allows for the <br />bonding for the improvements .to High Street West. It is not intended that the bonds will <br />be issued at this time but will give the City Council authority to issue the bonds if <br />they so desire." <br /> <br /> On motion of Mr. Smith (R) the following resolution was adopted and by the following <br />vote: <br /> <br />"A RESOLUTION AUTHORIZING THE ISSUANCE OF $75~785.00 OF BONDS OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGATION BONDS, FOR THE <br />PURPOSE OF PROVIDING FUNDS FOR STREET CONSTRUCTION. <br /> <br /> WHEREAS, it is necessary for the City of Portsmouth to provide funds for street construc- <br />tion; and <br /> <br /> WHEREAS, there are no funds in the treasury of the City of Portsmouth applicable to <br />the payment of said expenses, and it is accordingly necessary to issue bonds of the City <br />in the sum of Seventyfive Thousand Seven Hundred Eightyfive and no/100 ($75,785.00) Dollars <br />for that purpose. <br /> <br /> <br />
