November lO, ]970 <br /> <br /> Eleven days have passed and none of these questions have been answered. The Board of Supervisors will <br />meet on November 6th to consider the Planning Commission's unanimous recommendation to rezone, and to hear <br />final public debate on the issue. We firmly stand in opposition to a favorable decision on rezoning at this <br />time. We feel the Board of Supervisors should defer hearing final arguments on the matter until further <br />evaluation can be made of the total and long erm effects of rezoning. In addition, we feel it is the respon- <br />sibility of organizations such as C.A.P. to inform all the citizens of Nansemond County of the potential en- <br />vironmental implications of a large industrial complex that would be constructed if rezoning occurs." <br /> <br />70-503 (b) <br /> <br />"CITIZENS AGAINST POLLIfrlON <br /> <br />ENVIRONmeNTAL QUESTIONS COnCErNING THE PROPOSED REZONING OF A PORTION OF NORTHEASTERN <br />NBNSEMOND COU~frY TO HEAI~ INDUSTRIAL FOR THE PURPOSE OF DEVELOPING A PETROCHEMICAL <br />INDUSTRIAL COMPLEX <br /> (Delivered to and before the Nansemond Co. Board of Supervisors at their open <br /> hearing in Suffolk, Va. on 11/6/70) <br /> <br />1. ~'~at has been the record of the proposed refinery on environmental protection and pollution <br /> in its other plant operations? <br /> <br />?Fnat are to be the satellite industried? Will a power plant be constructed on the premises to <br />supply the complex, and what type of fuel will it burn? What have been the records of the <br />satellite indUStries on environmental protection and pollution? <br /> <br />}'~at will be the estimated effects on the fish and wildlife in the proposed rezoned area? <br />would include the salt marshes, the clam and oyster beds in Knotts Creek and the Nanmemond <br />River~ and the wildfowl wintering grounds in those same areas. <br /> <br />This <br /> <br />e <br /> <br />l~hat is the present level of water pollution in these bodies of water, especially the Hampton <br />Roads area adjacent to the proposed site of construction? If the answer is not known, would <br />the State or Countyappoint an impartial board of experts to survey the situation and report <br />back? <br /> <br />?~at specific internal control devices and procedures will this refinery use while carrying out <br />offloading and pumping operations? Will these proposed procedures §~ submitted to the State <br />or to a board of experts before operations commence? Will there be any form of insurance paid by <br />the cormplex to the Coumty to cover the costs of dealing with accidental oil spills? How will <br />spills be dealt with? <br /> <br />J <br /> <br />]~That will be the source (s) of water used for cooling operations in the plant(s)? How will the <br />heated water be cooled before being returned to the receiving stmeam? Will the refinery design <br />into its plant measures to minimize temperature differentials? <br /> <br />7. What specific steps will be taken to deal with plant wastes, especially sewage? <br /> <br />8. How will odors from the plants be dealt with? <br /> <br />Will the plant use its owm monitering devices to measure air pollutants?(e.g, dustfall, particulate <br />matter, sulfation rates). ~at type of equipment will be ~sed by the complex to deal with air <br />pollutants? <br /> <br />10. Nhat will be the size and nature of the buffer zone employed around the complex as to keep the <br /> physical plant in harmony with the surrounding countryside?" <br /> <br /> Motion of Mr. King to receive the letter as information and that the Council request a meeting with <br />the Nansemond County Board of Supervisors as early as possible, was adopted without dissenting vote. <br /> <br /> 70-504 - The following letter from the Clerk of Hustings Court was received and, on m~tion of Mr, Turner, l <br />was received as information: <br /> <br /> "Enclosed herewith is a copy of the abstract, of votes cast in the General Election on general obligation <br />bonds in the amount of $8,200,000.00 to acquire certain port improvements, and to construct certain additional <br />port improvements for the City of Portsmouth." <br /> <br /> "ABSTRACT OF VOTES CAST at the G~m~ral Election held in the City of Portsmouth, State of Virginia, on <br />the Sd day of November, 1970 for determing the question, <br /> <br />'Shall the City of Portsmouth be authorized to issue, under the provisions of Section <br />One Hundred andTwenty-seven, Clause (b), of the Constitution of Virgi~ia, ~a~'.~Chapter 5 <br />of Title 15.1 of the Code of Virginia, 1950, general obligation bonds in the ~amount of ~ <br />Eight Million Two Hundred Thousand Dollars ($8,200,000) and bearing interest at a <br />rate or rates not ~o exceed the maximum rate permitted by law at the time of sale there- <br />of, in order to acquire certain port improvements, and to construct certain additional <br />port improvements, which shall constitute a revenue producing under~aking of the City?' <br /> <br />YES - Thirteen Thousand Two Hundred and Sixty-Six Votes (13,266) <br /> <br />NO ~- Four Thousand Eight Hundred and Twenty-One (~.,821) Votes <br /> <br />IN THE CLERK'S OFFICE OF THE GOURT OF HUSTINGS FOR THE CITY OF PORTSMOUTH, VIRGINIA ON THE <br />51I{ DAY OF NO/EMBER, 1970 <br /> <br /> We, the undersigned Commissioners of the General Election held in the City of Portsmouth on the 5d day <br />of November, 1970, do certify that the foregoing is a true abstrm~tof the votes cast at said election and do <br />therefore determine and declare that the highest number of votes cast at said election were cast for YES. <br /> <br /> <br />
