November 10, 1970 <br /> <br />On motion of Mr. Turner, the ordinance was adopted and by the following vote: <br /> <br /> Ayes: Holley, Johnson, King, Smith (It, Smith (P,), Turn~r, Barnes <br /> ~ays: Hone <br /> <br />- NEW BUSINESS - <br /> <br /> 70-498 - The report of the Auditor of Public Accounts on the audit of the Clerk of the Circuit Court <br />for the period May t6, 1969 through December 31, ~969, was presented, and on motion of Mr. Smith (I) received <br />as information. ~ <br /> <br /> 70-499 - The report of the Auditor of Public Accounts on the Clerk of the Court of Hustings for the <br />calendar year 1969 :was presented, and on motion of Mr. Turner, was received as information. <br /> <br />70-500 - ~ne foll~ing letter from the Director of City Planning was received: <br /> <br /> "At its regular monthly meeting on 3 November 1970, the City Planning Commission received a favorable <br />report from the Department of Engineering Services and resolved to recommend approval of a petition for <br />vacation of a sewage outfall easement in the Cradock area. The petition is from ALCOA in connection with <br />construction of its new waterfront facility. The easement is east of Victory Boulevard and extends to our <br />corporate boundary common with the City of ChesBpeake; it is fully described in the plat accompanying the <br />City Engineer's recommendation." <br /> <br /> Motion of Mr. Smith (R) to concur in the recommendation of the Planning Commission was adopted, without <br />dissenting vote. <br /> <br />70-501 - The following letter from the Director of City Planning was read: <br /> <br /> "At its regular monthly meeting on 5 November, 1970, the City Planning Commission resolved to extend <br />preliminary approval to two group housing projedt applications and to recommend that City Council concur so <br />that final design work may proceed and final plans presented to the proper municinal officials: <br /> <br />Ci) <br /> <br />On a five acre tract of land on the east side of Hodges Perry Road just south of Portsmouth <br />Boulevard, a plan for 88 units of multi-family housing; presented by the firm of Yates, Bogas, <br />Berkeley and Service, architects for the applicant. <br /> <br />(2) <br /> <br />That portion of a proposed Planning Unit Development (PUD) desiomaated "BR&NDON SQUARE" on the <br />east side of River Shore Road a~jacent to the new municipal recreation area and the Churchland <br />Junior High School site; calling for 152 apartment units on a tract with a ne~:area of 10 <br />acres. <br /> <br /> Site plans for these two group housing projects are to be posted for your information in considering <br />these matters." <br /> <br /> Motion of Mr. Smith (R) to concur in the recommendation of the Planning Commission was adopted, without <br />dissenting vote. <br /> <br />70-502 - The roll.ring letter from the D~rector of Planning was read: <br /> <br /> "The City Planning Commission endorses a recommendation of the City Manager's Workable Program <br />Coordination Committee that Westhaven Park, as identified in the attached plat, be approved by City Council. <br />Currently, this matter is before the Citizens Advisory Committee which is expected to act favorably in the <br />very near future." <br /> <br /> [~otion of Mr. Turner to concur in the recommendation of the Planning Commission was adopted, without <br />dissenting vote. <br /> <br /> 70-503 - The following letter from Dr. Michael E. Norman, President, "Citizens Against Pollution" <br />was read: <br /> <br /> "We respectfully submit the following question to be listed on City Council's agenda for the Tuesday <br />evening meeting on November 10th, 1970. <br /> <br />l^~at is the official position of Portsmouth City Council on the proposed rezoning of approximately <br />2000 acres of land in Northeastern Nansemond County, from residential to heavy industrial? Inas- <br />much as this large tract of land shares a common border, in part, iwth a choice residential area <br />of Northwest Portsmouth, we believe that the elected officials of Portsmouth should make known their <br />views at this time. <br /> <br />Thank you very much for your attention in this matter." <br />Motion of }4r. Holley to hear from Dr. Norman was adopted, without dissenting vote. <br />Dr. Norman made the following statements: <br /> <br />70-503 <br /> <br />"CITIZENS AGAINST POLLUTION <br /> <br />A C.A.P. Position Statement on The Proposed Rezonmng of 2000 acres of <br />Northeastern Nansemond County from Residential to Heavy Industrial <br />(M-2). <br /> <br /> On October 20th, Citizens Against Pollution sppnsored an open forum on the subject of the proposed <br />rezoning of approximately 2000 acres of Northeastern Nansemond County from residential to heavy industrial. <br />At the conclusion of the presentation of background data and pros and cons, certain crucial environmental <br />questions were asked. C.A.P. felt these questions must be answered before rezoning should take place. <br />Unfortunately, invited members of both the Nansemond County Planning Commission and Board of Supervisors <br />were unable to attend the forum. <br /> <br /> <br />
