Johnson, Clerk of The Court of Hustings for the City of Portsmouth, in the State of Virginia, <br />do certify that the foregoing is a true abstract of the votes cast at the election above-named, as certified, <br />signed and attested according to law and filed in the Clerk's Officer of said Court. <br /> <br />Ci~rk of The Court of Hustings for <br />the City of Portsmouth, V~rginia" <br /> <br />70-505 - The following letter from J. R. Neal was read: <br /> <br /> "Approximately two years ago, the council saw fit to allow the property owners adjoining the Suffolk <br />lakes to keep their boats at their property by obtainLng a special permit. <br /> <br /> Last year, you also opened the same lakes on Sundays from May through October of every year. I <br />believe the reason for the Sunday closings between October and May was due to the fact that there, were not <br />enough fishermen during the winter months to warrant the personnel necessary to handle the boats. <br /> <br /> I am wondering whether you would consider allowing Sunday fishing the year round to those who have <br />special permits and keep their boats on their property. This would require no personnel on your part and <br />would allow a few of us dedicated fishermen who like to fish througJlout the year tooenjoy an entire season <br />of fishing. <br /> <br /> We would appreciate your giving this your thoughtfull consideration and hope that you may see fit to <br />take such action." <br /> <br /> Motion of Mr. King to refer to the City Manager for investigation and rgpprt to Council, was adopted, <br />without dissenting vote. <br /> <br /> 70-506 - }4orion of Mr. Molley that a resolution be prepared commending the I. C. Norcom choral group. <br />for its excellent performance in the Bellamy Flag presentation at Lead, South Dakota on October 16, 1970, <br />was adopted, without dissenting vote. <br /> <br /> 70-507 - Motion of Mr. Turner to refer to the City Attorney the interpretation of Section 5-20 of the <br />Municipal Code, specifically'under what authority may a person maintain a vicious?' was adopted, without <br />dissenting vote. <br /> <br /> 70-508 - Motion of Mr. Johnson that the Council ratify the action of the Assistant to the City Manager <br />in the purchase of Key Man life insurance on the life of City Manager A. P. Johnson, Jr., with the sole benefi- <br />ciary of the minutes of the City Council show that this insurance be known as Key Man Insurance, d~s~g~ated <br />as investment for ex"oenses in finding a replacement for said City Manager, and further that said policy be a <br />part of the public records held by the City Clerk of the City of Portsmouth. <br /> <br /> Substitute motion of Mr. Smith (I) that the Comncil request a ruling from the City Attorney on the pro- <br />perty and legality of the insurance policF for the City Manager was lost, there being no second. <br /> <br />Vote being taken, Mr. Johnson's motion was adopted with one dissenting vote - that of Mr. Smith (I). <br /> <br /> 70-509 - Motion of Mr. Smith (R) that the City ~4anager put into operation an Action Line Telephone <br />system whereby a specific number may be called at any time - the calls to be processed through the Public <br />I~formation Officer, who will make the information concerning the calls and the manner .iniw~hich they have <br />been handled, to the City Council, was adopted, without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />APP ROVE D - <br /> <br />City Clerk <br /> <br /> <br />
