<br />of the contract, we will have an option for the purchase of the balance of the property within
<br />a two-year period. The total cost of all the land is $265,500. we will pay initially $91,900
<br />for the land needed for the construction of the seawall, and $19,500 for the property
<br />on South Street. We will be reimbursed by the Housing Authority for the property purchased
<br />on South Street."

<br /> Be it resolved by the City Council of the City of Portsmouth, Virginia, in regular
<br />meeting assembled that the City Manager of said City be, and he hereby is, authorized
<br />to enter into a purchasesale agreement with the SEABOARD COAST LINE RAILROAD COMPANY,
<br />and to sign same on behalf of said City whereby said RR Co. agrees to sell and said City
<br />agrees to purchase certain property of said Railroad Company at Portsmouth, Virginia;
<br />as more particularly set forth 'in said agreement; which agreement is dated November 9,
<br />1970, a copy of which agreement is filed with this City Council."

<br />tion of a golf course on the Obici property. This is to be a championship eighteen-hole
<br />golf course on the balance of the property that is not being improved for other recreationa~
<br />activities.

<br /> Under Mr. Breeden's proposal, he would supervise the construction of all phases of
<br />the course using City labor wherever it is possible. For the necessary bulldozing and
<br />grading, this would be contracted for on an hourly'basis which will also reduce the cost
<br />of construction.
<br />
<br /> It is estimated that the golf course can be constructed for approximately $250,000
<br />under this method. The fees from the present nine-hole City course amount to $35,000
<br />to $40,000 annually. Based on revenues of other municipal courses in the area, the City
<br />could expect revenues between $100,000 and $150,000 annually.
<br />
<br /> It is my recommendation that the City employ Mr. Breeden as the architect for the
<br />golf course, that it be constructed by force account, and the revenues of the present
<br />nine-hole course and the proposed new course be pledged for payment for the construction
<br />of the new course at Obici."
