Manning On motion of Mr. Smith (I) the following resolution (as per revised plan submitted1) was adopted and by the following vote: "A RESOLUTION GRAMTING A USE PEP$ffT FOR THE OPEILRTION OF A CONVALESCENT ~ND NURSING H0~U~ AT OR NEAR THE COIhNER OF HATTON STREET AND NAVAL AVENUE ?f4EREAS, T. ~. and Virginia H. Lann~ng have made application pursuant to Section 4-2 of the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of.a use permit as hereinafter described; and ~EREAS, the applicant and the Planning Director have done all things required to be done in connection with said applicatMon, and the Planning Commission has recommended the granting of said use permit, subject to the conditions hereinafter stated. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: That the use for which the use permit hereinafter described is sought (1) will not adversely affect the health or safety of persons residing or working in the nei~horhood of the proposed use, (2) will not be detrimental to the public welfare or injurious to property or improvements in the neighborhond, and (5) will be in accord with the purposes of said Zoning Ordinance. Schlitz Mr. Schlitz spoke, conditions On motion of Mr. Turner the following resolution (with certain/stipulated by the Planning Commission) was adopted and by the following vote: "A RESOLUTION GRANTING A USE PERMIT TO OPERATE A JUNK YARD ON THE SOUTHERN SIDE OF TURNPIKE ROAD NEAR ITS INTERSECTION WITH PHILLIPS AVENUE WHEREAS, American Iron and Metal Company has made an appliCation pursuant to Section 4-2 of the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter described; and ~IEREAS, the applicant and the Planning B~mect~m have done all things required to be done in connection with said application, and the Planning Commission has recomanended the granting of said use permit, subject to the conditions hereinafter stated.
