<br />police officers are being sued in Federal Court for the sum of $400,000. These officers
<br />are being sued personally; however, it is my recommendation that the City bear the expense
<br />of legal representation for these men.

<br /> They desire to use the Norfolk law firm of Seawell, McCoy, Winston & Dalton due to their ,,
<br />experience of practicing law in the federal courts. I recommend that I be authorized to
<br />advise this law firm that the City will pay the expense of representation for these officers.

<br /> It is necessary for the eleven political subdivisions participating in the Planning Counci
<br />to submit a letter supporting the application. This will mean a commitment by the City of
<br />its pro rata share each fiscal year for the operation of this agency. Portsmouth's pro rata
<br />share for fiscal year 1971-72 will be $12,421. I recommend that I be authorized to submit
<br />a letter to the Tidewater Regional Health Planning Council supporting the application.,,
