December 15; 1970 <br /> <br />UNFINISHED BUSINESS - <br /> <br /> 70-512 - The following ordinance, approved on first reading at last meeting, was taken <br />up and read: <br /> <br />"AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, <br />1961, BY AMENDING SECTION S-3 THEREOF." <br /> <br />On motion of Mr. King, the ordinance was adopted, and by the followingfvote: <br /> <br />AMes: Holley, Johnson, King, Smith (I), smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-530 - The following ordinance, approved on first reading at last meeting, was takem~ <br />up and read: <br /> <br />"AN ~ORDINANCE TO APPROPRIATE $20,000.00 FROM THE GENERAL FUND FOR REPAIRS <br />TO THE INCINERATOR." <br /> <br />On motion of Mr. Smith (I) the ordinance was adopted and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Smith (I), Smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-551 <br />up and read: <br /> <br />The following ordinance, approved on first reading at last meeting, was taken <br /> <br />"AN ORDINANCE TO APPROPRIATE $107,000.00 FROM THE GENERAL CAPITAL IMPROVE- <br />MENT FUND FOR CONSTRUCTION OF A BRANCHLLIBRARY IN CHURCHLAND." <br /> <br />On motion of Mr. Smith (R) the ordinance was adopted and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Smith (I), Smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-558 - The following ordinance, approved on first reading at last meeting, was taken <br />up and read: <br /> <br />"AN ORDINANCE TO CLOSE CERTAIN PORTIONS OF RAILROAD AVENUE, ~OTON STREET, <br />MARKHAM STREET, WHITSON STREET AND McKINLEY STREET." <br /> <br />On motion of Mr. Johnson, the ordinance was adopted and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Smith (I), Smith (R), Turner, Barnes <br />Nays: None <br /> <br />- NEI~ BUSINESS - <br /> <br />70-559 - The following letter from the Director of City Planning was read: <br /> <br /> "At its regular monthly meeting, on December 1, 1970, the City Planning Commission reviewsd the revised <br />site plan for a~ 64 unit group housing project in Merrifields. <br /> <br /> Several years ago, it was decided that a transition between the high surburban value of l~errzf~elds, and <br />the comparative low economic value of the Twin Pines community, (with its origins in the last century) should <br />be authorized. <br /> <br /> Originally, the concept centered on possible duplex housing but the developer feels inclind~ today to <br />rental garden apartments. <br /> <br />The Planning Commission resolved to recommend approval of his revised current site plan." <br /> <br />Motion of Mr. Holley that the ditch be closed. <br /> <br /> Substitute motion of Mr. Johnson to concur with the Planning Commission's recommendation to approve the <br />site plan, was adopted, and by the following vote: <br /> <br />Ayes: Johnson, King, Smith (I), Smith (R), Barnes <br />Nays: Holley, Turner <br /> <br />In this connection, the following letter from the Churchland Interfaith Council was read: <br /> <br /> "We of the Churchland IRterfaith Council wish to call to your attention a matter which will shortly be <br />coming before you in which we have a continuing interest. <br /> <br /> Some time ago, Mi. Victor Haynes, representing our organization, spoke to the Council about a long, deep, <br />and hazardous ditch between Merrifields and Twin Pines. The City Manager instituted an engineering and cost <br />study which elicited the information that it would cost about $68,000. to enclose this ditch. The City Council <br />agreed to continue their interest in this ppecific project. <br /> <br /> <br />
