December 15, 1970 <br /> <br />At a regular meeting of the City Council, held on December 15, 1970, there were present: <br /> <br />Jack P. Barnes, James W. Holley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith, Raymond B. Smith, <br />Raymond Turner, A. P. Johnson, Jr., City Manager and M. A. Korb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer'by Mr. King. <br /> <br /> Minutes of regular meeting of December 1, 1970 were read and approved. <br /> <br /> 70-549 - The following was presented by Attorney Robert Babb, representing the owners of the Community <br />Motor Bus Company: <br /> <br /> "Requests of Community Motor Bus Company - <br /> <br /> 'There are four basic changes in the rate schedule.I They are as follows: <br /> <br /> 1. 5¢ across-the-board increase in fares. ~is w~uld increase the normal bus fare from <br /> 25~ to $0~ per ride. <br /> 2. Community Motor Bus Company presently has a zole change at Churchland Academy in the <br /> community of the City of Churchland. We are r~questing that this zone be drm~m in to <br /> the Churchland Bridge over the Western Branch .f the Elizabeth River, and that a 5~ <br /> zone charge be placed on all passengers going across the Churchland Bridge. <br /> S. An increase in school bus fares from 12%~ one %~ay to 15~ one way. <br /> 4. A S~ fee for each transfer issued to a bus passenger.'" <br /> <br /> Motion of Mr. Turner to refer to a conference. <br /> Motion of Mr. Johnson to amend the motion by addinJ that the report be presented at the first meeting <br />of Council in January, 1971, was adopted without diRsen~ing vote. <br /> ! <br /> Vote being taken, Mr. Turner's motion as amended w~ <br /> adopted. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 70-550 - "i Wish to submit the annual report coveripg fiscal 1969-70. This highlights the activities <br />of the City Gove~lment during the fiscat~Year~ / year <br /> <br /> ! <br /> For the first time, this report has been compiled and published by Mr. Robert R. Barber, Publmc <br />Infe~mation Officer, and the report was printed in the C~ty's Print Shop. They are to be comlnended for the <br />excellent preparation of this annual report. <br /> <br /> Sufficient copies have been printed for any interested citizen and they are also available for dis- <br />tribution to any individuals the Council desires to receive one." <br /> <br /> Motion Of Mr. Smith (I) to receive the report and t9 commend Mr. Barber, Public Information Officer, <br />and any others who aided him in compiling and printing~ame, was adopted, without dissenting vote. <br /> <br /> 70-551 - "Please be advised that Mr. Glenn Iyates, Jr. of the architectural firm of Yates <br />Boggs, Berkeley and Service has filed the: necessary "Conflict of Interest" forms with <br />the City. Mr. Yates' firm has architectural contracts with the City on the Portsmouth <br />Civic Center, Churchland Junior High School, Portsmouth Public Health Center and the Portsmo~ <br />Branch Library. These services are not capable of bidding and this report is being submitted <br />as required under Virginia Code, Section 2.1-349. <br /> <br /> This complies with the State Code and is submitted as a matter of public record and <br />for information purposes only." <br /> (R) <br />3 On'motion of Mr. Smith,/received as information, without dissenting vote. <br /> <br /> 70-552 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $1,515 as the City of Portsmouth's membership fee in the Urban 12 coalition <br />This is the organizatio.n of the. twelYe, l~rgest urban communities of Virginia that have <br />organized in an attempt to obtain additional financial assistance from the State. These <br />dues cover the period of January 1, 1971 throngh June 30, 1971. <br /> <br /> On motion of Mr. Turner, the following ordinance was approved on first reading, and by <br />the following vote: <br /> <br />'lAN ORDINANCE TO APPROPRIATE $1,515.00 FROM THE GENERAL FUND AS THE CITY'S <br />SHARE OF THE FUNDS FOR THE OPERATION OF THE URBAN 12 FOR SIX MONTHS." <br /> <br />Ayes: Holley, Johnson, King, Smith (I), S~ith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-553 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $3,356.64 as Portsmouth's contribution for the child-youth services <br />study. This study is being conducted through the Southeastern Virginia Planning District <br />Commission for the cities of Chesapeake, Norfolk, Virginia Beach and Portsmouth. It will <br />be a study of all the various child welfare programs, both public and private being offered <br />in the four communities. The programs will be evaluated and recommendations made as to <br />how the present funds can be better utilized. <br /> <br /> The United Fund of Portsmouth is glso contributing an amount equal to the City's contri- <br />bution for this study. <br /> <br />:h <br /> <br /> <br />
