<br />71-54 - The-following letter was read from Rev. G. RoscOe Fields:

<br />"I have lived here since 1910 and I would like t6 speak with you about City Sewage.

<br />A letter to the City Manager is enclosed. This matter requires immediate attention."

<br />On motion of Mr. Holley the letter was received as information and by the following vote:

<br /> Hays: None
<br />
<br />71-55 - The following letter from Kenneth B. Babb, Manager, Book of Knowledge Softball Team, was ~e~d:

<br /> "I request permission to appear before the Portsmouth City Council on February 9, 1971 to discuss the
<br />construction of a ball field in the Churchland area."
<br />
<br />Mr. Babb asked if City Council would assist in
<br />
<br /> On motion of Mr. Irvine Smith, a study was requested of the Recreation Department as to feasibility of
<br />establishing a softball field and report to be rendered to Council as soon as possible, was adopted, and by
<br />the following vote:

<br /> Nays: None
<br />
<br /> 71-56 - The report of the Auditor of Public Accounts on the audit of the Juvenile and Domestic Relations
<br />Court for the £is:~aI year ended June 30, 1970 was presented, and on motion of Mr. King~ received as information
<br />by the following vote:

<br /> 71-57 - Motion of Mr. Turner to go into the election of a member to the Minimum Housing Board was adopted,

<br />Motion of Mr. Johnson to close the nominations was adopted.

<br /> Vote being taken, Mr. Stub len was ~e-elected to the Minimum Housing Board for a term of three years,
<br />expiring December 51, 1975, without dissenting vote.

<br /> 71-57 - Motion of Johnson to go into the election of members to the Industrial Development Authority,
<br />was adopted, without dissenting vote.

<br />Mr. Raymond Smith nominated James P. Stephenson and Raymond L. Tweed.
<br />
<br />Motion of Mr. Johnson to close the nominations was adopted.
<br />
<br /> Vote being taken, Mr. Stephenson and Mr. Tweed were re-elected members of the Industrial Development
<br />Authority for four year terms, expiring January 1, 1975, without dissenting vote.

<br /> 71-57 - Motion of Mr. Raymond Smith to go in~o the election of a member to the Welfare Advisory Board,
<br />was adopted, without dissenting vote.
<br />
<br /> Mr. Johnson nominated Marjorie Price, ~ ~

<br /> Vote being taken,/Marjorie Price, 450 Yorktown Avenue, was elected to the Welfare Advisory Board, to fill
<br />the vacancy created by Mrs. Mattie Duke, without dissenting vote.

<br />· 71-57 - Mr. Charles D. Lane, Jr. was nominated by Raymond Smith.
<br />
<br /> Motion of Mr. Johnson to close nominatiDns was adopted.

<br /> Vote being taken, Mr. Lane was elected to/fill the unexpired term of Mr. Robert Clifford, whose term
<br />expires January 1, 1974, without dissenting vote.

<br /> 71-58 - Mr. ~hnson moved that the City Council declare a moratorium on increasing or levying any taxes
<br />for the coming fiscal year. However, this moratorium would not include service charges.
<br />
<br /> A substitute motion made by 5~r. Raymond Turner "that all Councilmen vote in opposition to a tax increase
<br />unless absolutely necessary" was defeated by the following vote:
<br />
<br />* Ayes: Turner
<br /> Nays: Holley, Johnson, King[, Irvine Smith, Raymond Smith, Barnes
<br /> Qualification of its defeat was rendered by Mr. Barnes who related that the vote on the mhin motion was
<br />indication of council support on the tax issue.
<br /> The vote on the main motion - to declare a moratorium on taxes, was adopted by the following vote:
<br /> Ayes: Holley, Johnson, King~ Irvine Smith, Raymond Smith, Turner, Barmes
