<br />71-101 - The following letter from Director of Planning was read:
<br />
<br /> "At its regular monthly meeting on March 2, ~97.1, the City Planning Commission received a very interesting
<br />report from Mrs. Marilyn B. Levy of 2908 Replica Lane who is the local publicity chairman for the Women's
<br />American Organization for Rehabilitation Through Training.
<br />
<br /> Her request was for support from the City Planning Commission to add to the designation of High Street
<br />that of "ORT STREET" next Wednesday. Her organization wishes to call public attention to a National program
<br />of rebuilding lives through vocational training and a creed that man is best aided by being helped to become
<br />independent, self-supporting and self-respecting. Specifically, this organization would like to see an ad-
<br />ditional "ORT STREET" city street sign displayed officially at the historic corner of High and Court Streets.
<br />TRaffic Engineer John Flora was present and indicated in response to a question that his department could com-
<br />ply with this request without difficulty.
<br />
<br /> In keeping with its deepened socio-economic concermm~ the City Planning Commission unanimously resolved to
<br />encourage publicly the aspirations of ORT to recommend that the Mayor and City Council join other Tidewater
<br />cities in calling attention in this manner to the Organization for Rehabilitation Through Training."
<br />
<br />On motion of Hr. Turner, was received as information without dissenting vote.
<br />
<br />71-102 - The following letter from Ramon E. Brummer, member of Tax Study Commission, was read:
<br />
<br /> "At your recommendation, I was appointed to the Tax Study Commission for a t~e~year term starting
<br />April 15, 1970. When I discussed this Withy~, I did not foresee any circumstances that would prohlB~t me from
<br />accepting this appointment. However, during the past year there have been several developments to take place
<br />and I now find I have a conflict and must re-align my time and obligations.
<br />
<br /> In view of the foregoing, I must render my resignation from the Tax Study Commission effective March 15,
<br />1971. I want to assure you that I came to this decision only after carefully considering all the alternatives.
<br />
<br /> Again, thank you for the confidence you showed in me in recommending me for this job. If at a later date
<br />can be of any assistance to you in any way, please do not hesitate to call on me."
<br />
<br /> On motion of Mr. Raymond Turner, the resignation of Mr. Ramon E. 8rummer be accepted, by the following
<br />vote:

<br />71-105 - The following letter from H. L. Walker, was read:
<br />
<br /> "Please accept this as a formal request for myself to appear before you March 9, 1971 for the purpose
<br />of establishing a business of tattooing in our city. I have long had an understanding that the democratic
<br />way of doing things was careful weighing of facts in such cases. Therefore, so that hose of opposing nature
<br />might have time to assemble their facts, this request is asked we~l in advance. ! shall expect to answer all
<br />questions inaa satisfactory and acceptable manner. I state my case on a Civil Rights, Civil Libertis and Con-
<br />stitutional issue. Not as an individual, but rather as a defender of rights for every ootential customer I
<br />might have."

<br /> On motion of Mr. Irvine Smith, the ,City Att~ney was directed tQ look into the legality of local restraint
<br />bf tattooing businesses in the City of Portsmouth, was adopted without dissenting vote.
<br />
<br /> 71-104 - The following letter from John L. Ivy, Chairman, Portsmouth ReCreation and Parks Commission,
<br />was read:
<br />
<br /> "At the February meeting of the Recreation and Parks Commission, there was a lengthy discussion concering
<br />the naming of Recreation and Park areas and facilities.
<br />
<br /> As a result of thc discussion, it was decided to recommend that in the future the Commission be designated
<br />as the official body to name all Recreation and Pa~k'zareas and facilities.
<br />
<br />Your cooperation in this matter will be greatly appreciated."
<br />
<br />/ On motion of Mr. Irvine Smith, that the request be referred to the City At~omney for a legal ruling, was
<br />~dopted, without dissenting vote.
<br />
<br />71-105 - The following letter from M. A. Korb, Jr., City Attorney, was read:
<br />
<br /> "At t~e last Council meeting, several auestions were referred to the City Attorney for study and report.
<br />It is impossible at the present time to determine exactly what laws were passed by the General Assembly includ-
<br />ing the exact form since many of the bills were subject to amendment and final passage in the closing hours of
<br />the session. However, I believe that the General Assembly did pass a law se~ly restricting the dispensing
<br />of hypodermic needles and syringes. This law as drafted would not require the adoption of any ordinance by the
<br />City to make it effective.
<br />
<br /> It is my opinion that State law authorizing the establishment of a Law Library fund restricts the use of
<br />such funds to the purchase of law books and ~p~iodicals~ salaries for librarians and other staff members, and
<br />the maintenance and acquisition of suitable quarters for a public Law Library. These funds could only be used
<br />
<br />
