CONS~RUCTION, OPERATION <br />AND MAINTENANCE OF SWIMMING POOLS AND St~I~iMING POOL EQUIPMENT AND APPARATUS, PRESCRIBING <br />DUTIES AND RESPONSIBILITIES OF THE HEALTH DEPARTmeNT, AND PRESCRIBING PENALTIES FOR THE <br />VIOLA%~IO~ OF ITS PROVISIONS." <br /> <br />On motion of ~. Irvine Smith, the ordinance was adopted and by the following vote: <br /> <br /> Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br /> Nays: None <br /> <br /> 71-SS - The following letter from the Portsmouth Recreation and Parks Commission, John L. Ivy, Chairman, <br />was read: <br /> <br /> "In accordance with your request, the following is a report concerning the construction of a softball <br />field which would serve as a "home" field for the Book of Knowledge Softball Team: <br /> <br /> This matter was presented to the Commission at the November meeting by Mr. Kenneth Babb, Manager of the <br />Book of Knowledge Team, along with the cost estimates which had been prepared by J. S. Campbell; Jr., Director <br />of Recreation (a copy of which is attached). The proposal included locating the field on a site adjacent to <br />the new Churchland Junior High School. <br /> <br /> At this meeting, there was some question in the minds of the members as to whether or not the School Board <br />would authorize this location. Consequently the matter was-referred to Committee. <br /> <br /> This matter was again brought up at the January meeting of the Commission and after considerable discussion <br />it was decided (1) that the Commission could not recommend such an expenditure at this time and (2) there was <br />still some doubt about being able to locate the field on school property. Based on the above, the Commission <br />rejected Mr. Babb's proposal. , <br /> <br /> As a result of Council's action on February 9, 1971, the item was discussed again at the February meeting. <br />A suggestion that Lawrence Stadimmbe made available was rejected as not being practical, but no further action <br />was taken other than authorizing this letter." <br /> <br />On motion of Mr. Turmer, the report received as information, without dissenting vote. <br /> <br />- NEW BUSINESS - <br /> <br />71-100 - The following letter from Director of Planning was read: <br /> <br /> "At its regular monthly meeting on March 2, 1971, the City Planning Commission received from Attorney <br />Benjamin J. Levy a request for closure of the following paper street: <br /> <br />S-71-5 10 Ft. alleyway between Parcel 84 and 84.1 as shown on tax plat number 169 in the <br /> City of Portsmouth tax maps. Said alley being 10 ft. wide and lOS ft. long. <br /> <br />This application is from Nell P. and. Robert L. Ewell, 703 Constitution Avenue, Portsmouth, Virginia, 23704. <br />The Planning Commission resolved to recommend approval of this street closure application." <br /> <br /> <br />
