<br /> The ~atter of amending the Zoning Ordinance so as to provide for use permits in all zoning categories was
<br />discussed at a recent conference between the Planning Commission and a representative of my office. It is
<br />anticipated that the necessary ordinance will be before the Planning Commissinn at the next meeting at which
<br />it considers zoning matters.
<br />
<br /> All City ordinances apply with equal force and effect throughout the entire City, except such areas as are
<br />under the exclusive jurisdiction of Federal authorities such as the Norfolk Naval Shipyard. Therefore, such
<br />ordinances are not suspended by reason fo the fact that the Portsmouth Redevelopment and Housing Authority may
<br />have a project under way in a given,section of the City."

<br />71-106 - The following letter received from Floyd W. Simpson, Sr. was read:

<br />"I hereby request persmission to appear before the City Council on. Tuesday, March 9, 1971.

<br />In order of business being, Porter Road, Reid Street, Axson Street, and damages to my property.
<br />I feel it is important to bring this matter before the council for consideration at this time."

<br /> On motion of Hr. Johnson that the city fill with dirt a oortion of Reid $treet to enable the City to
<br />maintain a clean-out on the corner and avoid traversing Mr. S~mpson's property, was adopted without dissenting

<br /> 7t-10~7'- The following letter reeeived from Leo P. Blair, Judge, Juvenile and Domestic Relations Court,
<br />was read:

<br /> "I beg to advise that I have requested to be placed on retirement status effective as of April 1, 1971.
<br />
<br /> I wish to take this opportunity to express to you and each of you my sincere thanks and appreciation for
<br />the help and assistance extended to me.
<br />
<br /> I have not made any definite plans for the future but if I can at any time be of service to you comoatible
<br />with retirement status, please do not hesitate to call on me." *

<br /> 71-108 - On motion of Mr. Turner that the City Attorney make a study of the various courts in Douglas
<br />Park to ascertain ownership and that a copy of the report be given to the City Council, was adopted by the

<br /> 71-109 - The following letter from James W. Hall,/was read:

<br /> "The Council is well aware of the tremendous increase in traffic going to and coming from the Churchland
<br />area. They are also aware of the problem of a 4 lane road going into a 2 lane bidge.
<br />
<br /> I am writing concerning a problem that thepeople have in our section of the city. Our section is almost
<br />completely home owners, and we are isolated from any traffic signal. We only have S streets going into High
<br />Street, Riverside Drive, which touches right on top of the Hartford Street signal, and ~t the foot of the
<br />Churchland bridge. ~/~e other street is Grayson Street, which has a stop sign. Many times during the day,
<br />traffic blocks this street completely. At all times it is difficult to exit~?because of the aforementioned volum6
<br />of traffic.
<br />
<br /> Hveryone in this area would be glad to go out of our way to reach a crossing withaa traffic light, but we
<br />are isolated, and reaching a signal is impossibl6.
<br />
<br /> A trip light at Grayson Street would solve the problem. Please take our problem under consideration with
<br />the city council, and do what you can to~al!eviate this situation."

<br /> On motion of Mr. Raymond Smith, to refer the matter to the City Manager for recommendation and report
<br />at next meeting, March 25, 1971, was adopted without dissenting vote.
<br />
<br /> 71-110 - Mr. Barnes suggested that the City Manager review suggested requirements of Welfare to determine
<br /> the effect on our up-and-coming budget.

<br />~/ On motion of Mr. King, that/a conference, the consideration of a "Blue Ribbon" commission, appointed by the
<br /> Council, to look into the problem of rising welfare costs be considered, was adopted without dissenting vote.
