<br /> WHEREAS, such landfill is desporately needed for the health, safety and welfare of the C
<br />of Portsmouth; and
<br /> WHEREAS) it is also necessary to acquire access rights to'the landfill site from the
<br />U. S. Army Corps of Engineers;

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Port~mouth, Virginia:
<br />
<br />1. That all actions of the City Manager done in connection with the negotiation of License
<br />Agreement NF (R)q0068 by the City Manager is hereby confirmed and ratified. The execution
<br />of the said agreement on behalf of the City of Portsmouth by the City Manager is hereby
<br />confirmed and ratified. The action of the City Clerk in affixing the seal of the City to
<br />said agreement and attesting thereto is hereby confirmed and ratified.
<br />2. That the City Manager is hereby given full power and authority to enter into negotiations
<br />and to execute such documents on behalf of the City as may be necessary to acquire access
<br />to the landfill site from the U. S, Army Corps of Engineers. The City Clerk is authorized
<br />to affix the seal of the City to any such documents and to attest thereto.

<br />This appropriates $100,000 for the purchase of equipment necessary to operate the sanitary
<br />landfill at Craney Island.
<br />
<br /> It is necessary that we purchase immediately the following: a crane at a cost of $55,00,
<br />scales at $2S,000, a wellpoint system at $12,000, widening and improving the access road
<br />at $15,500, fencing for ~ke~ area at $5,000, equipment shed at a cost of $6,000., and $9,200
<br />rental charge for the first year. It will also be necessary that we purchase a compactor
<br />at a cost of $4S,000; however, this can be handled in the next year's budget.
<br />
<br /> To meet the requirements of the Federal Government, the State Health Department,
<br />the Air Pollution Control Board for the operation of this landfill, this equipment is absolut
<br />ly essential.
<br />
<br /> The second ordinance appropriates $9,600 in the Operating Budget. This is to cQver
<br />salaries and expenses for the operation of this landfill for the balance of this fiscal
<br />year. It is necessary that we begin operation at this site just as quickly as possible
<br />as our present landfill site has been used beyond capacity, This has required us to burn
<br />at our present operation and the State Air Pollution Control Board has received many complain
<br />The Air Pollution Board has been lenient with the City due to our problem of not having
<br />a landfill site.
<br />
<br /> Another factor has developed this past week which requires us to expedite the opening
<br />of this landfill operation. The State Air Pollution Control Board has restricted the density
<br />of the smoke emanating from the Portsmouth incinerator. We are being required to reduce
<br />this density to one-half of its present level. This can be done by the restriction of burning
<br />certain solid materials in the incinerator which we have been doing because of necessity."

<br /> On motion of Mr. Raymond Smith, the following ordinance was approved on first reading,
<br />and by the following vote:

<br />(1) "AN ORDINANCE TO APPROPRIATE $100,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br /> FUND FOR THE PURCHASE OF EQUIPMENT FOR THE DEPARTMENT OF PUBLIC WORKS."

<br />This amends the City Code pertaining to the collection of trash and garbage prohibiting
<br />burnable refuse at the landfill and establishing fees for the disposal of material at the
<br />landfill.
<br />
<br /> This amends the City Code to allow the use of plastic or polyethylene refuse bags.
<br />It does require that they meet or surpass the minimum standards of the ~ational Sanitation
<br />Foundation. There are many of these types of bags manufactured; however, there are only
<br />two that meet the required standards.
<br />
<br /> Very shortly, a publicity campaign will be launched in the Tidewater area advising
<br />the public of the types of plastic bags that are acceptable for the collection of trash
<br />and garbage. This will also be an attempt to get the public to use these types of bags
<br />as it will improve the efficiency of the collection of trash and garbage.
