It will also be necessary that we purchase a compactor
at a cost of $4S,000; however, this can be handled in the next year's budget.

To meet the requirements of the Federal Government, the State Health Department,
the Air Pollution Control Board for the operation of this landfill, this equipment is absolut
ly essential.

The second ordinance appropriates $9,600 in the Operating Budget. This is to cQver
salaries and expenses for the operation of this landfill for the balance of this fiscal
year. It is necessary that we begin operation at this site just as quickly as possible
as our present landfill site has been used beyond capacity, This has required us to burn
at our present operation and the State Air Pollution Control Board has received many complain
The Air Pollution Board has been lenient with the City due to our problem of not having
a landfill site.

Another factor has developed this past week which requires us to expedite the opening
of this landfill operation. The State Air Pollution Control Board has restricted the density
of the smoke emanating from the Portsmouth incinerator. We are being required to reduce
this density to one-half of its present level. This can be done by the restriction of burning
certain solid materials in the incinerator which we have been doing because of necessity."

.tizens

On motion of Mr. Raymond Smith, the following ordinance was approved on first reading,
and by the following vote:

(1) "AN ORDINANCE TO APPROPRIATE $100,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT
FUND FOR THE PURCHASE OF EQUIPMENT FOR THE DEPARTMENT OF PUBLIC WORKS."

Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
Nays: None

On mot'ion of Mr. Raymond Smith, the following ordinance placed on first reading, and by
the following vote:

(2) "AN ORDINANCE TO APPROPRIATE $9,600.00 FROM THE GENERAL FUND FOR SALARIES
AND WAGES FOR THE DEPARTMENT OF PUBLIC WORKS."

Ayes: Holley, Johnson, King, IrvineilSmith, Raymond Smith, Turner, Barnes
Nays: None

71-89 6I submit the attached ordinance and recommend it be placed on first reading.
This amends the City Code pertaining to the collection of trash and garbage prohibiting
burnable refuse at the landfill and establishing fees for the disposal of material at the
landfill.

This amends the City Code to allow the use of plastic or polyethylene refuse bags.
It does require that they meet or surpass the minimum standards of the ~ational Sanitation
Foundation. There are many of these types of bags manufactured; however, there are only
two that meet the required standards.

Very shortly, a publicity campaign will be launched in the Tidewater area advising
the public of the types of plastic bags that are acceptable for the collection of trash
and garbage. This will also be an attempt to get the public to use these types of bags
as it will improve the efficiency of the collection of trash and garbage.

This ordinance also establishes a fee for materials that will be delivered at the sanita[y
