807 <br /> <br />At a regular meeting of the City Council, held on March 9, 1971, there were present: <br /> <br />Jack P. Barnes, James W. Holley, Burrell a.Johnsan, Isaac W. King, R. Irvine Smith, <br />Raymond B. Smith, Raymond Turner, A. P. Johnson, Jr.., City Manager, and ~. J. O'Brien, <br />Jr., Assistant City Attorney. <br /> <br />The meeting was opened with prayerby Mr. King. <br /> <br />Mayor Barnes extended a word of welcome to visitors. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 71-86 "I submit~ the attached resolution and recommend <br />the location for the new West Norfolk Bridge. <br /> <br />its adoption. This approves <br /> <br /> The State <br />of this bridge. <br />location. <br /> <br />Highway Department has held two public hearings on the proposed location <br /> It is necessary that the City Council adopt the resolution approving the <br /> <br /> There is incorporated in this resolution a recommendation from the City Council that <br />the State Highway Department give careful consideration to all comments that were presented <br />at the public hearing as well as any received during the prescribed period following the <br />public hearing." <br /> <br />on motion of Mr. King, the following resolution was adopted, and by the following vote <br /> <br />"EESOLDTION APPROVING THE LOCATION FOR THE NEW WEST NORFOLK BRIDGE, <br />ROUTE 164, PROJECT 016442&101, R/W 201, ~S01. <br /> <br /> WHEREAS, the Virginia Department of Highways and the City of Portsmouth propose to <br />construct a new West Norfolk Bridge within the corporate limits of the City of Portsmouth <br />and have prepared plans for the same, designated as Route i64 (West Norfolk Bridge), Projec' <br />0164-124-101, R/W~201, C-S01; and ] <br /> <br /> WHEREAS, on February 18, 1971, the Virginia Department of Highways did hold a public <br />hearing on Said plans as required by law; and <br /> <br /> WHEREAS, the said project location has now been submitted to the Council for its consid <br />eration. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the location for Route 164 (West Norfolk Bridge), Project 0164'124-~01, R/W-201, C-~01, <br />as presented at the aforesaid public hearing is hereby approved as submitted. <br /> <br /> BE IT FURTHER RESOLVED that the Council recommends that <br />be given to ail comments presented at said public hearing or <br />period following the public hearing," <br /> <br />very careful consideration <br />received during the prescribed <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-87 "I submit the attached resolution and recommend its adoption. This ratifies <br />and confirms the execution of a contract between the Navy and the City of Portsmouth for <br />the use of property at Craney Island. The resolution further authorizes the execution of <br />an agreement with the Corps of Engineers for the use of an access road to this property. <br /> <br /> This relates to'126 acres of Navy property between the Craney Island Fuel Depot and <br />the disposal area being filled by the Corps of Engineers. The City proposes to use this <br />property for a sanitary landfill operation. An agreement has been.,reached With the Navy <br />regarding the method of operation that will be used on this landfDll, and it also has been <br />approved by the State Health Department. <br /> <br /> It is also necessary to execute an agreement with the U.S. Army Corps of Engineers <br />as the access road to this property is controlled by them. The Corps of Engineers has issue{ <br />us a 90-day temporary permit to use the road un~il such time as a final iagreeme~t can..~e <br />signed." <br /> <br /> On motion of Mr. Irvine Smith, the following resolution was adopted, and by the follow- <br />ing vote: <br /> <br />"A RESOLUTION TO RATIFY AND CONFIRM THE EXECUTION OF AN AGREEMENT BY THE <br />CITY MANAGER AND THE CITY CLERK WITH THE U. S. NAVY FOR THE USE OF CERTAIN <br />PROPERTY AT CRANEY ISLAND AS A SANITARY LANDFILL AND TO AUTHORIZE THE CITY <br />MANAGER AND THE CITY CLERK TO EXECUTE SUCH DOCUMENTS AS MAY BE NECESSARY <br />WITH U. S. ARMY CORPS OF ENGINEERS TO GAIN ACCESS TO THE NAVY SITE. <br /> <br /> WHEREAS, the City Manager and the City Clerk have heretofore executed on behalf of <br />the city a certain document with the U. S. Navy, identified as License Agreement NF (R) <br />10068; and <br /> <br /> WHEREAS, the agreement made available to the city land for use as a sanitary landfill; <br />and <br /> <br /> <br />
