<br />landfill. The rate will be $5.00 per ton, or $1.50 per cubic yard. There will be a minimum
<br />charge of $1.50 per load. It also requires that any refuse capable of incineration must
<br />be deposited at the City incinerator and cannot be accepted at the landfill operation.

<br /> It is necessary that these rates be established due to the additional cost to the
<br />City for the operation of this new landfill. It is estimated it will cost approximately
<br />$90,000 a year to operate this landfill exclusive of capital cost. It is also estimated
<br />that we will receive approximately 120 tons per day of non-burnable material, of which
<br />approximately SS tons will be revenue-producing. This means we can anticipate revenue
<br />of approximately $50,000 per year, leaving a net cost of $40,000 per year to the City for
<br />the operation of thfs landfill."

<br />This appropriates $57,000 for the purchase of television surveillance equipment that has
<br />been. installed in the City Jail. This equipment is being purchased on a joint basis with
<br />the State and the City participating on a 2/3-1/5 basis.

<br /> The original agreement called for this equipment to be purchased on a monthly installment
<br />basis over a 7-year period. Due to the excessive finance charges to handle it by this method,
<br />I am recommending that the City purchase the equipment and then bill the State on a monthly
<br />basis for their cost in the purchase of the equipment. This will result in a savings of
<br />between $20,000 to $25,000 to the City.

<br /> I also recommend that the proper City officials be authorized to sign a purchase agree~
<br />ment for the purchase of this jail surveillance system."
