M~eh 9. ~q7t,

landfill. The rate will be $5.00 per ton, or $1.50 per cubic yard. There will be a minimum
charge of $1.50 per load. It also requires that any refuse capable of incineration must
be deposited at the City incinerator and cannot be accepted at the landfill operation.

It is necessary that these rates be established due to the additional cost to the
City for the operation of this new landfill. It is estimated it will cost approximately
$90,000 a year to operate this landfill exclusive of capital cost. It is also estimated
that we will receive approximately 120 tons per day of non-burnable material, of which
approximately SS tons will be revenue-producing. This means we can anticipate revenue
of approximately $50,000 per year, leaving a net cost of $40,000 per year to the City for
the operation of thfs landfill."

mnd

On motion of Mr. Raymond Smith, the following ordinance was approved on first
by the following vote:

"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
BY REALING SECTION 13-4 THEREOF, P-ERTAINING TO THE:.SEPARAT.ION OF GARBAGE AND
TRASH; BY AMENDING SECTIONS 13-2, 15-S, 13-14.1, AND 15-24, PERTAINING TO THE
RECEPTA~iLES FOR GARBAGE AND TRASH, THE DISPOSAL OF SAME AND THE CHARGES FOR
HANDLING REFUSE; AND BY ADDING THERETO A NEW SECTION~NUMBERED 13-23.1, PRO-
HIBITING BURNABLE REFUSE FROM THE LANDFILL;"

rmading,

Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
Nays: None

71-90 - "I submit the attached ordinance and recommend it be placed on first reading.
This appropriates $57,000 for the purchase of television surveillance equipment that has
been. installed in the City Jail. This equipment is being purchased on a joint basis with
the State and the City participating on a 2/3-1/5 basis.

The original agreement called for this equipment to be purchased on a monthly installment
basis over a 7-year period. Due to the excessive finance charges to handle it by this method,
I am recommending that the City purchase the equipment and then bill the State on a monthly
basis for their cost in the purchase of the equipment. This will result in a savings of
between $20,000 to $25,000 to the City.

I also recommend that the proper City officials be authorized to sign a purchase agree~
ment for the purchase of this jail surveillance system."

On motion of Mr. Irvine Smith, the following ordinance was approved on first reading,
and by the following vote:

"AN ORDINAMCE TO APPROPRIATE $57,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT
FUND FOR THE PURCHASE AND INSTALLATION OF TELEVISIONS SURVEILLANCE EQUIPMENT
FOR THE CITY JAIL."

Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, TUrner, Barnes
Nays: None

71-91 "At the last meeting of City Council, I was requested to make a report on
the progress of the City's previous five-year capital improvement programs.

Since the approval by City Council of the first formal five-year program of 1968-69,
the City has expended $18,192,114 in capital projects.
