It is my opinion <br />after a thorough research of the documents and court records pertaining to such courtyards the <br />the following are owned by the City of Portsmouth: <br /> <br />1. Courtyards at the eastern and western end of Choate Street (formerly a part of <br /> Carver Circle). · <br /> <br />2. The two courtyards which still exist on Grove Street. <br /> <br />3. The courtyard at the northernmost end of Neville Street. <br /> <br />4. The courtyard at the southernmost end of Calvin Street (formerly Wilson Street). <br /> <br /> I made this determination based upon a Deed of Dedication recorded in 1956 from the U.S. <br />Public Housing Administration to the City of Portsmouth. It is my opinion that this deed <br />dedicated these courtyards to the City. Also the City accepted such deed by I. G. Vass, <br />City Manager." <br /> <br /> Motion of Mr. Hotley that streets that have been dedicated to the City of Portsmouth <br />be brought up to standard, w~ adopted, and ~'y the f,ollowing vote: <br /> <br /> Ayes: Holley, go~nson, King, Irvine Sma%h, Raymond Smith, Tg~'n-ar, Barnes <br /> Nays: None <br />~ See below Substitute motion. <br /> 71-1S4 The following letter from Dr. Luther C. McRae, Assistant Superintendent for <br />Instruction, Portsmouth Public Schools, was read: <br /> <br /> "Since I am retiring June 30, 1971, I am writing to suggest that you a~t another re- <br />presentative of the Portsmouth Public Schools to serve on the Southeastern Tidewater Opport- <br />unity Project Bbard at your earliest convenience. <br /> <br />I have enjoyed serving on the S.T.O.P. Board since its inception. <br /> <br /> On motion of Mr. Turner to receive as information, an~ ~ha~t~ m~ttertbe referred to <br />a conference, was adopted, and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />71-155 The following letter from Mr. Ernie E. Prillaman was read: <br /> <br /> "As chairman of the Salary Committee of the Portsmouth Education Association, I request <br />permission to appear on the agenda of the Tuesday April 13, 1971, meeting." <br /> <br />Mr. Prillaman spoke in support of teacher s&lary raises. <br /> <br /> 71-156 The following l*tter from Mr. Ruben Bouie, Chairman, Southside Project Area <br />Committee, was read: <br /> <br />"Please place the undersigned on the agenda for your Council meeting of April 13, 1971. <br /> <br /> I wish ro speak regarding Council's consideration of the Portsmouth Redevelopment ~ <br />Housing Authority's application for recertification of its Workable Program to the Department <br />of Housing & Urban Development." <br /> <br />See page 324 Mr. Bouie spoke. <br /> <br /> 71-1S7 The foll-owmng petition from the Parrish Memorial Bible Class, Western Branch <br />Baptist Church was read: <br /> <br /> "We, the members of the Parrish Memorial Bible Class of the Western Branch Baptist Church <br />are taking the liberty of writing you asking your assistance and influence in presenting this <br />petition to the Council to have the Traffic Light reactivated at our church. <br /> <br /> Knowing how heavy the traffic is ~n this section especially on Sunday when five churches <br />in this area are letting out at the same time, you can readily see hbwfthe absence of this <br />i$~ht affects the safety of those depending on it to enter the highway.
