<br /> "I did not receive your telegram until this morning but appreciate your telephoning
<br />yesterday with reference to H.R.'7016, the Appropriations Bill for the Office of Education.
<br />I later called your office but found that you had left and we then sent you a telegram which
<br />I assume you have received by this time.
<br />
<br /> Although the so-called Hathaway Amendment was not approved, the House later In the
<br />afternoon adopted the Lennon Amendment providing an increase of $30,580.00 in impact funds
<br />for Category B Students. I was, of course, pleased to sBpport this amendment, and under thi~
<br />provision, additional aid under Public Law 874 would be provided for Portsmouth and other
<br />communities which have large number o? students whose parents work for Federal agencies.
<br />
<br /> I realize that this is a matter of great concern to the people of Portsmouth, particu-
<br />larly in view of the fact that the Administration has been trying to cut back these impact
<br />funds. The Appropriations Committee bill before us yesterday provided for a total expendi-
<br />ture o£ $4,769,508.00 for education and this represented an increase of approximately $100,00
<br />over. the amount asked by the Administration. In addition, we added on the floor the Lennon
<br />Amendment which, as stated above, provides for $30,580,000 adJitional in impacted funds for
<br />Category B Students.

<br /> As you know, the total budget for this year will run a deficit of more $20,000,000,000
<br />and since the President vetoed this bill last year, it is feared that any great increase in
<br />funds might well lead to another veto. I hope, however, that we can get this bill t~rough
<br />Congress and approved by the President."

<br /> On motion of Mr. Johnson, the letter from Congressman W. M. Abbitt to Vice Mayor
<br />Johnson, was received as information, without dissenting vote.

<br /> 71-159 - On motion of

<br />Mr. Raymond Smith to extend a resolution of commendation to

<br /> without dissenting vote.

<br /> 71-160 On motion of Mr. Raymond Smith to go into the election of members to the
<br />Portsmouth Library Board, was adopted.

<br /> 71-161 - On motion of Mr. Holley nomination to the Tidewater Health Planning Council
<br />was adopted.

<br />Planning Council, term of office expiring May 20, 1974, without dissenting vote.

<br /> 71-162 On motion of Mr. Burrell Johnson that the City Attorney draft an ordinance
<br />"to require all merchants ~o post in a conspicious place in all public stores a sign ad-
<br />vising the public of the state law as to concealment of merchandise on or about their body
<br />that may lead to their arrest", was adopted, and by the following vote.
