<br /> In November, 1970, I was authorized to employ a golf architect to proceed with the
<br />plans and supervision of this course. The City Engineering Department has been and is doing
<br />the necessary engineering on this project. We are contracting on an hourly b~is for the
<br />necessary bulldozing and grading and the Water Department is assisting in th~'installation
<br />of the necessary watering system.

<br /> The cost for the construction of this course will be financed from golf fees and it
<br />is estimated that the cost can be recovered over a five-year period. This project conforms
<br />to the City's five-year capital improvement program,n
<br />

<br /> The Division of Justice and Crime Prevention has approved our application for
<br />grant, Improvement of Community Relations. This application was submitted January
<br />approved March 4, 1971, and we were officially notified March 19, 1971.

<br /> The grant allows us to establish four additional "Store-Front" Police Community Relation~
<br />Offices to support the experimental program established in Southside last May. The additiDna!
<br />policecommunity offices will be established in Park View, Mount Hermon, Jeffrey Wilson Homes
<br />and Ida Barbour Homes.
<br />
<br /> Based upon a favorable evaluation of the program in Southside, we have every indication
<br />that this expanded program will enjoy equal success."
