<br />At a regular City Council meeting held Tuesday, April 13, 1971, there were present:
<br />
<br />Jack P. Barnes, James W. Holley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith,
<br />Raymond Smith, Raymond Turner, A. p. Johnson, Jr., City Manager, and M. A. Korb, Jr.
<br />City Attorney. '
<br />
<br />Prayer was offered by Mr. King.
<br />
<br /> Mayor Jack P. garnes extended a word of welcome to all citizens in attendance.
<br />
<br /> 71-137 - The following resolution commending Miss Katherine Bt'ucc Liebler upon her
<br />selection as "Miss Portsmouth, 1971", was adopted unanimously:
<br />
<br />"A RESOLUTION COMMENDING MISS KATHERINE BRUCE LIEBLER UPON HER SELECTION
<br />AS "MISS PORTSMOUTH, 1971"·
<br />
<br /> WHEREAS, Miss Katherine Bruce Liebler, daughter of Mr. and Mrs. Alan Liebler, Jr.,
<br />a graduate of Churchland High School, presently a freshman at Old Dominion University,
<br />has recently been selected as "Miss Portsmouth, 1971", for the City of Portsmouth, Virginia;
<br />and
<br />
<br /> WHEREAS, during her four years at Churchland High, she-demonstrated an interest in
<br />school and community events, in her senior year serving as president of the Churchland
<br />TriHiY, and assisting in campaigns to aid physically handicapped children; and
<br />
<br /> WHEREAS, Miss Liebler has decided to major in elementary education, continuing her
<br />interest in young children and recognizing the importance of dedicated attention to their
<br />needs in the most formative stages of their lives; and
<br />
<br /> WHEREAS, the honoree graciously considers the honors and~ achievements attained provide
<br />new avenues for encouragement of other young people in reaching worthy goals, and hopes
<br />by continued service to her City as "Miss Portsmouth" to demonstrate that the reward of
<br />honor is not in title but in acceptance of purposeful challenge.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Miss Liebler be hereby commended on behalf of the citizens of this City for her early
<br />achievements but, more important, for her dedication to commendable ideals in future endeavo]
<br />
<br /> BE IT FURTHER RESOLVED that a copy of this resolution be spread on the minutes of
<br />this Council and that a copy be presented to Miss Katherine Bruce Liebler."
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 71-138 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This transfers the voting place of Precinct #1 from the former Civil Defense Headquarters
<br />to the Monumental Methodist Church building on Queen Street.
<br />
<br /> The Electoral Board has recommended this change as the building on Court Street has
<br />been taken over by the Senior Citizens Center."
<br />
<br /> On motion of Mr. King, the following ordinance was placed on first reading, and byd~he
<br />following vote:
<br />
<br />"AN ORD~NANCE TO AMEND SECT~N 37.1 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, 1961, TO CHANGE?THE VOTING PLACE FOR PRECINCT NO. 1 TO THE
<br />MONUMENTAL UNITED METHODIST CHURCH."
<br />
<br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
<br />Nays: None
<br />
<br /> 71-139 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $10,000 for the purchase of breathing apparatus for the Fire Department.
<br />This action is necessary due to regulations being established by the National Fire Protectio:
<br />Association. This excludes the use of filter canister type masks for firefighters.
<br />
<br /> The Fire Department has been in a limited breathing apparatus replacement program
<br />which has enabled the City to increase the number of self-contained breathing apparatus
<br />on a small scale. We had not anticipated increasing this program; however, with this
<br />decision, action must be taken at this time. The City has 74 filter canister type masks
<br />which will have to be removed from service.
<br />
<br /> Mine Safety Appliance Company who furnishes these has advised that after April 5, 1971,
<br />they will not supply the canister type masks without an appropriate guarantee that they
<br />are indemnified and held blameless and signed by the proper authority.
<br />
<br /> To bring the Fire Department breathing apparatus to minimum requirements of the National
<br />Fire Protection Association and the American Insurance Association will require the purchase
<br />of at least 24 air type masks complete, plus holding racks and some few auxiliary parts.
<br />
<br /> Under our replacement program,
<br />the new type masks and the $10,000
<br />are necessary."
