<br /> "On behalf of the Southeastern Tidewater Opportunity Project, please accept our szncere
<br />appreciation for your and the City Council efforts regarding continued funding for summer
<br />recremtion programs. It appears that our effort have been successful in that the President
<br />has announced his intention to request appropriation for additional NYC slots and recreation
<br />money for this summer.
<br />
<br /> It is our hope that STOP will receive some of these funds and will be able to continue
<br />its efforts in youth employment and recreation in Portsmouth and other STOP communities.
<br /> Motion of Mr. Holley to be received as information, was adopted, without dissenting
<br />vote.

<br />The following letter was read from J. Brewer Moore, Director of City Planning,
<br />
<br /> "At its regular monthly meeting on April 6, 1971, the City Planning Commission reviewed
<br />our overall systematic-coordinated codes enforcement program in the context of Workable Pro-
<br />g~am recertification and resolved to recommend approval of "TRUX~UN NEIGHBORHOOD" as the next
<br />area for its application.-~ Earlier, at its regular bi-monthly meeting on April 4, 1971, the
<br />Portsmouth Citizens Advisory Committee also reviewed this matter and publicly resolved to off,
<br />an identical recommendation. These two actions are pursuant to the City Manager's adminis-
<br />trative procedures for'codes enforcement as submitted to and approved by the U. S. Department
<br />of Housing and Urban Development in 1966.
<br />
<br /> Involved in the TRUgTUN NEIGHBORHOOD are more than 1,300 housing units as shown on maps
<br />to be submitted by the City Manager for your review during the public meeting. As indicated
<br />on the documents, city officials have already made civic contracts ~n this proposed codes
<br />enforcement area. These local citizens and civic groups will work hlosely with the Depart-
<br />ment of Health, Department of Inspections and the Fire Department throughout the course of
<br />this vital undertaking. With your approval, this effort can reasonably be expected to get
<br />underway next month."

<br /> 71-182 The following letter from Mrs. Helen Hampton Jones, Temporary Chairman, South-
<br /> side Coalition, was read:

<br /> "Regarding item 71-150 on the agenda of your Council meeting of April 13, 1971, a pro-
<br />posal from Vincent J. Carlo of US by '76, Inc., which listed this organization as an affiliat~
<br />of the Southside Coalition, I enclose a copy of a recent communication to Mr. Carlo which
<br />should serve the accuracty requirements of y~ur public records."

<br /> Chairman, Southside Coaliiion, was read:

<br /> "Your letter of April 1, 1971, regarding a housing proposal espomsed by US by '76, Inc.,
<br />has come to the attention of the SouthBide Coalition.
<br />
<br /> We have not attemFted to appraise your Fro~osal at this time. The Coalition is con-
<br />cerned, however, that you list us by '76, Inc. as an affiliate of the Southside Coalition.
<br />A check of our associated organizations does not donfirm your contention. We are unable to
<br />accept new memberships until our by-laws have been drawn and adopted.
<br />
<br /> Though a thorough study of your proposal may show it to be ~ our liking, we must insist
<br />that you refrain from connecting US by '76, Inc. to the Coalition, and ask that you so inform
<br />all recipients of any such designated correspondence.
<br />
<br />You may send copies of your letters correcting this mis-inf3rmation to the chairman.
<br />

<br /> 71-183 - The following letter from Mr. Joseph F. LoFurno, 3028 Sterling Point Drive,
<br />was read:
<br />
<br /> I think your efforts in this worthy endeavor are very commendable and I would personally
<br />like to put forth an effort to cooperate with the city forces.
<br />
<br /> With this though in mind, may I point out an unsightly situation tha% exists in the "what
<br />used to be" beautiful triangle at the intersection of,'Sterling Point Driv~ and Sterling Point
<br />Drive. This is directly in front of my residence at 3028 Sterling Point Drive. This situatio
<br />is being caused and aggravated due to the fact the Ledger-Star uses this spot as a dumping
<br />ground for the distribution of their daily papers.
<br />
<br /> Although a nice new wire trash basket is located at this spot, for some reason the news
<br />boys seem to be allergic to it as it is not being used, as it should be. A complaint to the
<br />local office of the news paper has brought forth absolutely no results nor response. Con-
<br />sequently it has fallen my lot to daily pick up the residue in the triangle plus what has
<br />blown over on to my lawn.
<br />
<br /> In closing I'd like to point out also the accumulation of wrapping wire will constitute
<br />a safety factor as grass cutting seadon approaches.
