Anti1 27. 1971 <br /> <br /> 71~159 On motion of Mr. Johnson, the following resolution was adopted, and by the <br />following vote: <br /> <br />"RESOLUTION COMMENDING BELVIN BLACHMAN FOR SERVICE ON THE PORTSMOUTH <br />LIBRARY BOARD <br /> <br /> WHEREAS: Belvin Blachman has served effectively on the Portsmouth Library Board of <br />tho City of Portsmouth, Va., for nine years, contributing much time and talents to projects <br />and programs of benefit to our citizenry and the City Government; and <br /> <br /> WHEREAS, the City Council recognizes that dedicated and unselfish service involves <br />personal sacrifices and inconveniences, not only to the individual but frequently to family <br />and business; and <br /> <br /> WHEREAS, members of boards and cbmmissions historically have demonstrated an unceasing <br />willingness to be of service, contributing largely to the advancement of important programs <br />initiated for the general welfare of our citizens. <br /> <br /> NOW,THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Va. that the <br />grateful appreciation of the citizens of Portsmouth, and the City Government be hereby ex- <br />pressed for the valuable service renderd by the recipient of this commendation. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes of <br />the City Council, and that acopy be presented to Bolvin Blahman as a token of the esteem in <br />which the recipient is held by the citizens of Portsmouth." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br /> 71-179 The following letter received from Mrs. Sarah E. King, Secretary, Lee Ward <br />Civic League was read: <br /> <br /> "The Lee Ward Civic League request a place on the agenda of Tuesday, April 27, 1971. <br />present a petition concerning basic improvements, such as curbs, gutters and drains." <br /> <br />Vernon C. Crump, member of Lee Ward Civic League, presented th~ following petition: <br /> <br />"TO: THE HONORABLE CITY COUNCIL OF PORTSMOUTH, VIRGINIA <br /> FROM: THE OFFICERS AND MEMBERS OF THE LEE WARD CIVIC LEAGUE <br /> <br />GENTLEMEN: <br /> <br /> WHEREAS, We the members of the Lee Ward Civic League as property owRars and resident <br />citizens of the City of Portsmouth, Virginia have continuously denied the benefits of such <br />public improvements as curbs, gutters, and storm drains; and <br /> <br /> WHEREAS, We have repeatedly made our requests and petitions over the years for improve- <br />ment all to no avail; and <br /> <br /> WHEREAS, T~e completion of roadwork in connection with the widening of Effingham Street <br />as a federally-assisted public roads project extended stubs of curbs and gutters around <br />corners of intersecting streets into our neighborhood thus creating ragged and unsightly <br />conditions and further, complicating our situation and injuring our pride; and <br /> <br /> WHEREAS, Many of us have in the meanwhile been notified of substantial increases in our <br />property assessmenrs in the face of continued neglect by the City to make the public improve. <br />ments that~might justify some reassessments. <br /> <br /> NOW, THEREFORE, WE, the Officers and Members of the Lee Ward Civic League respectfully <br />petition the Honorable City Council of Portsmouth, Virginia to grant immediate relief by <br />causing a program of curbs, gutters and storm drains to commence now and without del~y in <br />neighborhood; and: <br /> <br /> In support of our request we affix our signatures and our addresses to this petition <br />as follows: <br /> <br />Signed - Carl Hurwitz (Carl's Mkt.), 2100 Chestnut Street, and others" <br /> <br /> Motion of Mr. $~hnson that the matter of curbs, gutters, and storm drains in Lee Ward <br />be referred to a conference for the nex~ coming budget year. <br /> <br /> Substitute motion of Mr. Holley to be referred to the City Manager to look~into the <br />area and see what can be don~ immediately from the funds that presently exist in street <br />maintenance in this year's budget (street money), was adopted, and by the following vote: <br /> <br />Ayes: Holley, King, Irvine Smith, Turner <br />Nays: Johnson, R~ymond Smith, Barnes <br /> <br /> <br />
