Anril 27. 1971

71-176 "At its last meeting, City Council received a report from William J. O'Brien,
Jr., Assistant City Attorney, relative to ownership of various courtyards in Douglas Park.
Determination had been made that these courtyards are owned by the City of Portsmouth. I
was requested to make a report to the Council on the cost of making repairs to these courts.

The following cost estimates are for curbs, gutters, drainage and street improvement.
These estimates were made by using preliminary drawings on file in the Department of Engineerzn~
Exact cost can only be determined by making field surveys and developing working drawings.
Field surveys may determine that some of these areas cannot be curbed and guttered because
of an inadequate grade or lack of storm drains. Estimates for the five courts are as follow :

(1) Two courts west of Grove Street between Carver
Circle and Interstate 264

(2) Calvin Street south of Shelby Street

(3) One court at the east end of Choate
Street

(4) One court at the west end of Choate
Street

The only drainage possible for the last two courts is

$6,332.00

$S,063.00

$4,345.00

$3,393.00
an outfall

to Interstate 264.

Permission would have to be obtained to drain these areas to the Interstate 264 ditch system
Easements would have to be obtained from certain property owners to reach this ditch system.
I would also like to point out that Choate Street, between the two courts, is not curbed.

Of the five courts, two have been paved in the past and the surfaces of these two
courts are in fair condition. The three unpaved courts could be improved with a double
surface treatment. These courts have a minimum stone base sufficient to take a surface
treatment. Cost to improve the courts by this method would be approximately $1,200.00.
These courts could be surface-treated within the next few weeks."

Motion of Mr. Holley that courtyards be improved by surface tr~atmemt was adp~jted,
and by the following vote:

Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
Nays: None

was

- UNFINISHED BUSINESS -

71-136 The following ordinance, approved on first
taken up and read:

"ZONING AMENDMENT ORDINANCE Z 71-9"

On motion of Mr.

Ayes:
Nays:

71-136 The following ordinance, approved
taken up and read:

"ZONING AMENDMENT ORDINANCE Z 71-5"

reading at Public Hearing meeting,

was

Johnson, the ordinace was adopted,

Holley, Johnson, King, Irvine Smith, Raymond
None

and by the following vote:

Smith, Turner, Barnes

on first reading at

Public Hearing meeting,

On motion of Mr. King, the ordinance was adopted, and by the following vote:

Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
Nays: None

~ 71-136 - The following ordinance,
was taken up and read:

approved on first reading at Public Hearing meeting,

"ZONING AMENDMENT ORDINANCE Z 71-10"

was

On motion of Mr. Turner,

the ordinance was adopted, and by the following vote:

.
