Anril 27. 1971 <br /> <br /> On motion of Mr. Irvine Smith, the following ordinance was approved on first reading, <br />and by the following vote: <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY A <br /> AMENDING SECTIONS 26-23 AND 26-31 THEREOF AND BY ADDING THERETO NEW SECTIONS <br /> NUMBERED 26-23.1, 26-24.1 AND 26-69.1, PERTAINING TO SERVICE RETIREMENT AND <br /> CREDITABLE SERVICE IN THE PORTSMOUTH SUPPLEMENTAL RETIREMENT SYSTEM AND THE <br /> PORTSMOUTH FIRE AND POLICE RETIREMENT SYSTEM." <br /> <br /> Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br /> Nays: None <br /> <br />?1-173 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $268,000 for renovation of the Social Services office building at North <br />and Green Streets. The present facilities of the Social Services Department are entirely <br /> inadequate and cannot be renovated to meet State requirements. The City will recover the <br /> funds expended through rent charged to the Welfare Department. <br /> <br /> Bids were received on April 1S, 1971 for the renovation of the old Pdlice Headquarters <br /> as follows: <br /> <br /> L. J. Hoy, Inc. <br /> <br /> J. L. Smith <br /> <br /> Metro Construction Corp. <br />Metro Construction Corporation of <br /> <br /> $292,269 <br /> $249,000 <br /> <br /> $244,011 <br />Norfolk, Virginia being <br /> <br />the low bidder, <br /> <br />that the contract be awarded to this firm." <br /> <br /> On motion of Mr. King, the following ordinance was approved on first reading, <br />the following vote: <br /> <br /> "AN ORDINAN~E~TO APPROPRIATE $268,000,00 PROM THE GENERAL CAPITAL IMPROVEMENT <br /> FUND FOR RENOVATION OF THE FORMER POLICE~HBADQUARTERS BUILDING FOR USE BY THE <br /> DEPARTMENT OF SOCIAL SERVICES." <br /> <br />I recommend <br /> and by <br /> <br />Ayes: Holley, ~ohnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> On'motion of Mr. <br />oration, being low bidder, and by the <br /> <br />Raymond Smith the contraact was awarded to Metro Construction Corp- <br /> following vote: <br /> <br /> Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br /> Nays: None <br /> <br /> 71-174 "The]Portsmouth Parking Authority has requested that parking facilities behind <br />the Federal Building on Water Street be transferred to the Parking Authority for their oper- <br />ation. Under the original concept, the Parking Authority was to operate all off-street <br />parking facilities. However, this lot was not transferred due to the fact the meters had <br />not been paid fer~ These meters are now paid for as of last June and the City's entire <br />cost of construction has been amortized. <br /> <br /> Transferring this lot to the Parking Authority will provide additional revenues which <br />will assist the Authority in providing a balanced program for downtown.
