<br /> While the arrests~for drunkenness seem to be high in the general area where Mr. Mitchell
<br />lives, when you consider the number of houses illegally dispensing whiskey, the rate of ar-
<br />rests is not as high as those in some other areas of the City. It is further noted that
<br />the number of arrests in the entire City for drunkenness has been on the decline for the past
<br />three years."

<br /> 71-220 ~ "I recommend I be authorized to submit to the State the Community Mental
<br />Health and Mental Retardation Services Board budget for fiscal year i972 with projections
<br />for fiscal year 1973. This submission is necessary in accordance with Chapter 10, Title 37.1
<br />of the Code of Virginia. It is necessary that this be submitted in order that State and
<br />Federal funds will be available to the local beard.
<br />
<br /> The budget calls for an expenditure of $227,197, of which $88,951.50 is local funds.
<br />These local funds are made up of contributions and funds from the United Fund plus local
<br />funds from the City. The City is not, however, app~r0priating any additionad funds over
<br />and above what is currently budgeted for this program.
<br />
<br />It is required that this budget be submitted to the State prior to June 1, 1971."

<br /> A~mo~ion~of Mr. Raymofid Smith to concur with recommendation of the City Manager, was

<br />contents of a letter submitted April 1, 1971, to City Council by Mr. Vincent J. Carlo,
<br />Secretary/T~easurer of US By '76 Inc.

<br /> I have conferred with the City PlanniBg Department and the Housing Authority and Mr.
<br />Carlo.
<br />
<br /> Based upon information gathered from the Planning Department and Housing Authority, I
<br />decided to contact Mr. Larry Howes, President of the Chamber of Commerce, for a meeting with
<br />the Chamber Industrial Development Committee. On Thursday, May 20, 1971, Mr. Vincent Carlo,
<br />Mr. Brewer Moore and I met with the President of the Chamber of Commerce and the Industrial
<br />Development Committee. Following a detailed disaussion of the contents of the Carlo letter,
<br />plus much supportive information consisting of a doeumentary, both oral and printed, the
<br />Chamber Committee decided that an investigation into certain possibilities contained in the
<br />letter by Mr. Carlo should he explored.

<br /> Mr. Howes and the Industrial Development Committee have ~lated to me that as information
<br />delineating the substance of this inquiry is eventuated the City Council shall be appraised."
