<br />At a regular meeting of'the City Council, held on May 25, 1971, there were present:
<br />
<br />Jack P. Barnes, James W. Molley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith,
<br />Raymond B. Smith, Raymond Turner, A. P. Johnson, Jr., City Manager and M. A. Korb, Jr.
<br />City Attorney.
<br />
<br />Prayer was offered by Mr. Isaac King.
<br />
<br />Mayor Barnes extended a word of welcome to all visitors.
<br />
<br />The fo$1owing reports from the City Manager were read:
<br />
<br /> 71-216 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $9,S00 for the construction of the Pilot Crime Laboratory. This is a
<br />supporting laboratory for the Mobile Crime Lab which is now in operation.
<br />
<br /> This laboratory is being constructed in the Police Headquarters Building and this progr~
<br />is being supported through the Law Enforcement Assistance Program."
<br />
<br /> On motion of Mr. Irvine Smith, the following ordinance was placed on first readinl~g~

<br /> 71-217 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $1,133 for training purposes for the Commonwealth Attorney's office.
<br />These are Federal funds that can be received through the Law Enforcement Assistance Program.
<br />
<br /> The National College of District Attorneys is offering a Career Prosecutor's course
<br />July 2S through August 20, 1971. If this grant is approved, one Assistant Commonwealth
<br />Attorney will participate in the program. The Commonwealth Attorney in Portsmouth feels
<br />that by having one of the City's Assistant Commonwealth Attorneys participate in the course,
<br />great benefits may be derived for the prosecution of cases through his office in the future.

<br /> On motion of Mr. Raymond Smith, the following ordinance was placed on first reading,
<br />and by the following vote:

<br />"AN ORDINANCE TO APPROPR®ATE $1,133.00 FROM THE GENERAL FUND FOR A TRAINING
<br />~ROGRAM FOR THE COMMONWEALTH ATTORNEY;~S OFFICE,"

<br />This establishes Council meetings for Public Hearings on Zoning matters on the Monday preced
<br />lng the second Tuesday in the months of February, April, June, August and October, and
<br />on the Monday preceding the first Tuesday in December.
<br />
<br /> This amends the previous ordinance that has been adopted establishing the second Monday
<br />in the above months. The amendment is necessary in order that the Public Hearings on Monday
<br />night will always fall on the Monday preceding the regular Council meeting."

<br /> On motion of Mr. Turner, the following ordinance was placed on first reading, and by

<br /> 71-219 "At the last meeting of City Council, I was requested to investigate and
<br />report on the letter of Mr. Leon Mitchell, 816 Green Street, concerning charges against
<br />the Police Department. This has been investigated and I wish to submit the following infor~
<br />marion.
<br />
<br /> Since January 1, 1970, there have been 117 arrests in the general area where Mr. Mitchel
<br />lives. These include drunkenness in the street, illegal sale of alcoholic beverages, and
<br />maintaining a disorderly house. There are seven bootleg joints in the 700-800 blocks
<br />of Green Street and five ar~ in the apartment building where Mr. Mitchell lives.
<br />

<br /> As to the charge that people arrested for drunkenness are being allowed to pay their
<br />fine as soon as they are brought to Police Headquarters, this is a violation of the rules
<br />of the Police Department. The policy of the department is that anyone charged with drunkenne
<br />is detained for four hours prior to being released on bond. This is done for the protection
<br />of the person arrested. Furthermore, no one in the Police Department has the authority to
<br />collect any fines. Any money that is received from a prisoner is done by the Justice of
<br />the Peace or a professional bondsman. The Police~Department has no control over the transac~
