<br /> 71-240 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This imposes a license tax on persons engaged in the business of renting residential property,
<br />including houses, apartments and dwelling units, or business property.
<br />
<br /> This provides a license tax on any person renting two or more dwelling units as well as
<br />a tax on persons engaged in renting commercial property. The rate is $10.00 per dwelling
<br />unit plus 1% of the gross rent. It is estimated the City will receive apFroximately $175,000
<br />from this tax. This is necessary to balance the 1971-72 budget."

<br /> Mr. Irvine Smith made a motion that was seconded by Mr. Holley to delete item #71-240 froF
<br />the budget. This motion was defeated by the following vote:

<br /> Mr. Raymond Smith made a motion that was seconded by Mr. Johnson to place item #71-240 on
<br />first reading. Mr. Holley offered an amendment to the motion, that was seconded by Mr. Irvine
<br />Smith to delete from item 71-240 "the $10.00 per dwelling unit". This amendment was defeated
<br />by the following vote:

<br />IN THE BUSINESS OF RENTING RESIDENTIAL PROPERTY, INCLUDING HOUSES, APARTMENTS AND
<br />DWELLING UNITS, OR BUSINESS PROPERTY, INCLUDING PROPERTY USED FOR PROFESSIONAL,
<br />COMMERCIAL, MANUFACTURING OR INDUSTRIAL PURPOSES, FOR THE LICENSE TAX YEAR BE-
<br />GINNING MAY 1, 1972, AND FOR EACH AND EVERY YEAR THEREAFTER BEGINNING WITH MAY 1
<br />OF EACH SUCH YEAR,AND ENDING WITH APRIL 30 FOLLOWING."

<br /> 71-241 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This imposes a tax on transients obtaining lodging Within the City of Portsmouth. The tax
<br />established at a rate of 3% on all hotel/motel rooms within the City. It is estimated this
<br />will produce $2S,000 annually in revenue to the City."

<br /> On motion of Mr. Turner and seconded by Mr. King, the following ordinance was placed on
<br />first reading by the following vote:

<br />ON TRANSIENTS OBTAINING LODGING WITHIN THE CITY OF PORTSMOUTH,FIXING THE RATE OF
<br />SAID TAX, PROVIDING FOR THE PAYMENT AND COLLECTION THEREOF, PROVIDING FOR PENALTIES
<br />FOR THE VIOLATION THEREOF."

<br /> 71-242 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This imposes a tax on persons obtaining food in restaurants in the City of Portsmouth. In
<br />this ordinance, restaurant means any confectionery, delicatessen, eating house, drugstore,
<br />club resort or other place in the City which serves food to the public.
<br />
<br /> The rate of the tax is 3% and. is based upon the charge made by the seller against the
<br />purchaser:' for tbs food and the tax applies to all purchases of 14~ and over. These funds
<br />are necessary to balance the 1971-72 budget."
<br />
<br /> On motion of Mr. King and seconded by Mr. Johnson, the following ordinance was placed
<br />on first reading by the following vote:

<br />TWELVE SECTIONS, NBMBERED 10-1.37 THROUGH ~0-[~8, LEVYING AND IMPOSING A TAX ON PERSONS
<br />OBTAINING FOOD IN RESTAURANTS WITHIN THE CITY OF PORTSMOUTH, FIXING THE RATE AND
<br />AMOUNT OF SAID TAX AND PROVIDING FOR THE PAYMENT AND COLLECTION THEREOF."

<br />This amends the license tax for the sale of beer and wine. The present rate on our license /
<br />tax for the sale of beer and wine is $100.00. This amends the rate to $150.00 for all establi~h-
<br />merits selling both beer and wine.
<br />
<br /> This is the maximum rate the City can charge under State law. All other license taxes
<br />for the sale of alcoholic beverages are at the maximum rate. These funds are necessary to
<br />balance the 1971-72 budget."
