The Housing Authority might be encouraged to rent property <br />it has acquired until it is needed, or there is a sale for it. This might alleviat~ <br />the problem of property being removed from the tax books and remaining dormant for <br />tong periods of time. <br /> <br />Suggest that the City impose stricter enforcement in all sections of the city of <br />the Minimum Housing Code as a means of saving thousands of tax dollars and avoiding <br />the creation of additional slum areas. <br /> <br />Suggest that an escape hatch to penalizing the small property owner might be found <br />in supporting legislation co-sponsored by Congressman G. William Whitehurst which <br />would allow a $750.00 Federal Income Tax exemption for minor home repairs. <br /> <br />10. Suggest that our delegation to the General Assembly press for similar tax relief <br /> on the state level. <br /> <br />CONCLUSION <br /> <br /> If taxes are to level off, there must be a halt to wage and price increases at the same <br />time. This committee cannot emphasize too strongly the need for all organizations, trades <br />and professions to stop and analyse present conditions, and be willing to do their part where <br />possible. - Signed by Mrs. Barnabas W. This <br />established the tax rate for Real Estate, Tangible Personal Property, and Machinery and Tool <br />for fiscal year 1971-72. <br /> <br /> Nee r~ates in the proposed ordinance are $2.25 on Real Nstate, $4~00 On Tangibt~ Persona~ <br />Pr6p%rt~ and $3.00 on Machinery and Tools. These are the same rates as.the curren~ year. <br />It is necessary to adopt this ordinance for the operation of the City Government for the <br />fiscal year 1971-72." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Johnson, the following ordinance <br />placed on first reading by the following vote: <br /> <br /> "AN ORDINANCE.~POSING AND COLLECTrN~ TAX~S ON REAL EST~TE,.TANGIB~E ~ERSOMAL <br /> PROPERTY, AND MACHINERY AND TOOLS WITHIN THE LIMITS OF THE CITY OF PORTSMOUTH, <br /> VIRGINIA, FOB THE PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF THE GOVERNMENT <br /> AND THE PUBLIC FREE SCHOOLS AND TO PAY INTEREST AND SINKING FUND ON THE PUBLIC <br /> DEBT FOR TH~ FISCAL YEAR BEGINNING JULY 1, 1971, AND ENDING.JUNE 30, 1972." <br /> <br />was <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-239 "I submit the attached ordinance and recommend it be placed on first reading. <br />This establishes a tax on shares of stocks on banks located in the City of Portsmouth. <br />The State law imposes a tax on shares of stocks of banks in the amount of $1.00 per share <br />annually. By adoption of this ordinance, the City can receive 40~ of this S1.00 for each <br />share of bank stock on banks located within the City of Portsmouth.
