<br /> One of the causes for these robber.ies which the Police Department, cannot control is the
<br />number that are committed by persons out on bond. As an example, the Police had arrested
<br />a man charged with selling hero.in. He was released on bond and later charged with breaking
<br />into. Sears, Roebuck and Company. He was again released on bond and was caught breaking into
<br />a warehouse and shot by a Police Officer on a stakeout. If a person has one charge pending,
<br />it doesn't make. any diffe~ence if they commit another offense until they are sent to the peni
<br />tentiary.

<br /> It is believed that if the courts would put heavier bonds on people involved in burglari~
<br />robberies, rapes; ~tc., it .would ease the ~.ension, not only i.n this City but in other cities.
<br />This is not stated to be cr%tical of. the. courts,but is just stating the facts about what is t~
<br />place not only in onr City but others as well.
<br />
<br /> As to the suggestion for the establishing of a special burglary squad, the men in the
<br />Detective Bureau are assigned to special squads such as burglary, homicide, larceny, etc.
<br />To form such a s~uad would require the employment of additional personnel or weaken other
<br />lines of services. The Detective Division is now constantly performing stakeouts and nearly
<br />every detective has overtime credit, some of them with as much as 1,000 hours on the books.
<br />We are increasing the patrols of the radio-cars in the preblem areas.

<br /> At the last Council meeting, ,the question of black officers in the VVice Squad was dis-
<br />cussed. I have canferred with the Chief of Police on this matter and he advises me that it
<br />is the policy in the Police Department when anyone desires to work in a certain division of
<br />department, he is requSred to write a letter requesting transfer to theft particular division.~
<br />This is then considered by the Chief and if it is possible and to.the benefit of the Police
<br />Department, t~e~man is transferred.

<br /> Since the last Council meeting, the Chief has talked to several of the black officers
<br />about serviBg in the Vice Squad. They advised him that they did not desire to be transferred
<br />However, if a request is made by a black officer, he will be given every consideration just
<br />as any other member of the department who requests a transfer.

<br /> At a previous meeting of City Council, a complaint of Police brutality was lodged by
<br />Mrs. Christine W. Oglesby~ This was the result of an incident that occurred on March 9, 1971
<br />at which time the Police were pursMing a suspect involved in the robbery ~f Sears, Roebuck
<br />store. The Police followed this suspect to the residence of Mrs. Oglesby. TheM did enter
<br />her residence and the suspect was tater captured.

<br /> A complaint was lodged by Mrs. Oglesby with the Police Department on March 16. The Chie~
<br />of Police conducted an investigation into this matter and could find no evidence of police
<br />brutality. Th9 Chief of Police, knowing whatever his investigation revealed would not satisf~
<br />Mrs. 0glesby, asked the Citizens Advisory Committee to make a thorough investigation.of the
<br />charges. Mrs. 0glesby was invited to appear before the CAC but she failed to do so.

<br /> On motion of Mr. Johnson and seconded by Mr. Raymond Smith, a report from the City
<br />Manager on various matters referred by the City Council was received as information, ~nd
<br />by the following vote:

<br />covery of costs incurred. Zhis is to cover expenses incurred by the G~nera] Fund in services
<br />to the City Garage Fund.

<br /> This transfers the funds from the City Garage to meet the commitments as anticipated in
<br />the 1970-71 budget."

<br /> On motion of Mr. King and seconded by Mr. Raymond Smith, the following ordinance was
