"At its regular monthly meeting on June 1, 1971, the City Planning Commission adopted
the following resolution and petitions you to consider similar action:

'RE: FEDERAL AID HIGHWAY SYSTEM PRIORITIES

OFFICIALS OF SOUTHEASTERN VIRGINIA PROCLAIM AS THEIR OFFICIAL TOP
PRIORITY HIGHWAY GOAL CONGRESSIONAL ACTION TO ADD A SEGMENT OF
APPROXIMATELY TWELVE (12) MILES TO THE SYSTEM OF INTERSTATE AND
NATIONAL DEFENSE HIGHWAYS FOR THE PURPOSE OF COMPLETING A METRO-
POLITAN CIRCUMFERENTIAL "BELTWAY" FROM 1-64 AT BOWERS HILL TO
1-66~ AT CRANEY ISLAND. SUCH ACTION WOULD CONTRIBUTE TO ECONOMIC
DEVELOPMENT AND OFF-SBT SOME OF THE MASSIVE FEDERAL IMPACT WHICH
CHARACTERIZES THIS METROPOLITAN COMMUNITY. RIGHT-OF-WAY ACQUISITION
FOR THIS FREEWAY WOULD DISPLACE LESS THAN ONE FAMILY PER MILE AT THIS
TIME.'

Shortly, the Southeastern Virginia Planning District Commission must adopt a policy
statement on highway system priorities for the Virginia Department of Highways and the U.S.
Department of Transportation. Through the continuing Transportation Study Technical Committe
this matter has been cleared with Richmond officials, but we must develop a regional concensu
if this policy is to be established officially."
