<br />This site is 32,160 square feet, centrally located in Southside, bounded
<br />on three sides by Fayette Street, Jefferson Street and Sixth Street. This
<br />park will provide and develop an oasis of recreation and park land in Ports-
<br />mouth's lowest income and most physically b4ighted neighborhood.
<br />
<br />(2) Southside No. 2 (Recreation.and Adventure Park)
<br />
<br />This site is 52,400 square feet~ bounded on three sides by Nelson Street,
<br />Fifth Street and Fayette Street. This project is to be divided roughly
<br />into two areas -- one being a conventional play area, the other an adventure
<br />park designed to stimulate imaginative play, affording children an opportunity
<br />for mental enrichment.

<br />(S) Cottage Place
<br />
<br />This site is approximately 20,000 square feet located in the 2000 block
<br />of County~Street~between Jamestown Avenue and Constitution Avenue. The
<br />Cottage Place area is located at the western extreme of the old downtown
<br />neighborhood. Density is relatively high, family incomes are low, and re-
<br />creational outlets are blocks away across a major arteria.
<br />
<br /> A fourth playground was apprpved in the grant to be located on property owned by Carver
<br />Homes, Inc. in the Mount Hermon area adjacent to Carver Homes. A request has been made to
<br />the Board of Directors of the Corporation which owns Carver Homes for a lease arrangements
<br />on this property so that it might be developed. To date, we have not been able to make such
<br />arrangements. If this site can be.acquired, it will be'a 22,000 square ft~ area located in
<br />the high density, low-income Mount Hermon area. There are no other recreational facilities
<br />nearby."

<br /> "RESOLUTION AUTHROZING EXECUTION OF CONTRACT FOR GRANT FOR OPEN SPACE PROJECT
<br /> VA. OSC-91(DL).

<br /> WHEREAS, the City of Portsmouth (the "Applicant") has heretofore submitted an applicati~
<br />to the United States of America, Department of Housing and Urban Development [the "Govern-
<br />ment'') for a grant under Title VII of the Housing Actcof 1961, as amended, with-respect to a
<br />certain project identified as Project No. VA. OSC-91(DL), for the purpose designated in the
<br />said application; and
<br />
<br /> WHEREAS, theGovernment has approved the said application and has submitted to the
<br />Applicant a certain Contract for Grant (the "Contract") for approval and execution by the
<br />Applicant, which said Contract is satisfactory.
<br />
<br /> NOW, THEREFORE, BE IT RE~SOLVED BY THE COUNCIL of the City of Portsmouth, ~that the said
<br />Contract, a copy of which is attached hereto, he,and the same is hereby approved. The City
<br />Manager is hereby authorized and directed to execute the said Contract in the name and on
<br />behalf of the Applicant, in as many counterparts as may be necessary, and the City Clerk is~'
<br />hereby authorizes and directed to!affix or impress the-official seal of the Applicant thereon
<br />and to attest the same. The proper officer is directed to forward ~he saod execited cpumter-
<br />parts of the said Contract to the Government, together with such other documents evidencing
<br />the approval and~authorization~to~a~ecu~e the same.~as may be required by the Government.

<br /> 7L-26L - '~At:a previous m-eeting of City Council, the problem of inadequate drainage in
<br />the Effingham Street area south of Lincoln Street and between Green and Peach Streets was
<br />referred to me to take the necessary temporary measures to improve this condition.
<br />
<br /> The Engineering Department reviewed this area on the draina, ge proble~ and it was dis-
<br />covered that temporary measures such as cutting drainage ditches and grading the streets
<br />would not so. lye the problem. It was found ~that it will be necessary t.o install some storm
<br />drainage lines as well as curb and gutter to correct this problem.
<br />
<br /> The Engineering Depam~mmnA~therefore, is doing a detailed study of the area to develop
<br />the most economical and effective permanent solution to correct the drainage condtion. It
<br />will take an additional few weeks to complete this study and at that time I will present to
<br />the City Council a report as to what is necessary to correct this condition, plus the estimat
<br />cost of the proj.e'e%."

<br /> 71-262 "At th~ last meeting of City Council, several matters were referred to me for
<br />investigation and.repo~t One of these-was the 'problem of certain business establishments
<br />operating with their front doors closed and locked. Since the last CoQncil meeting, these
<br />establishments have been checked on numerous times and in no instance have they been found
<br />with the doors locked.
