<br /> 71-309 - The following letter received from Mrs. Marcia T. Bauer, Secretary, Churchland
<br />Interfaith Council, was read:

<br /> "The Churchland Interfaith Council wishes to commend you for.your efforts in working
<br />to supply .city services in view of difficult budget problems.
<br />
<br /> We are especially desirous that funds continue to be available for the Recreation pro-
<br />grams. We wish to support all efforts to increaser~he recreational facilities and programs
<br />for adul. ts and children alike, and to encourage close cooperation between the Recreation
<br />Department and the School Board to make additional facilities available.
<br />
<br /> We are recommending to the Recreation Department that basketball courts be made oper-
<br />ational at the Twin Pines playground and at the Merrifields Junior High School. Further,
<br />that additipnal tennis courts are needed in the Churchland area, and lights for nigk playing
<br />at the Churchland High School Courts would greatly increase the use of this facility.
<br />
<br /> We fee! that Mr. Campbell has done an excellent job with the moni6s allocated to him
<br />and know that with an increase he would be able to implement more of the programs he could
<br />provide. We recognize that with I~mited funds, it is not possible to increase the recto5
<br />atinnal offerings as you and he might desire, but i~iis our feeling that participants would
<br />not object to a nominal use fee if it meant that some additional facilities would be made
<br />available."

<br /> On motion of Mr. Holley and seconded by Mr. Raymond Smith, the matter be referred to
<br />the Parks and Recreation Commission, was adopted, and by the f611. owing vote:

<br /> "As a citizen of Portsmouth, I have observed with pride and admiration the progressive
<br /> attitude and diligent effort of our Councilmen. Your determination to hold fast to sound
<br /> basic principles of our citizenryiyin policing our needs is commendable. At the same time,
<br />I am encquraged by your und.erstanding and foresight in breaking away from adolescent ideas
<br /> and practices to better meet the challenges of our changing world. We' are mindful that it
<br /> requires time and study to bring about needed changes.
<br />
<br /> I request that you consider giving some thought to an old ordinance, specifically
<br />section gixty seven, with a view to revi.sion, deletion of "Handwriting Analysis" from the
<br />other stated occult practices and also a tremendous reduction of the required tax for the
<br />practice of Handwriting Analysis known as "Graphoanalysis, a copy~i~edcword and materials
<br />used only by qualified members of the International Graphoanalysis Society Incorporated
<br />requires three years of intensive study for gmgduation.
<br />
<br /> This handwriting analysis is a scientifically proven method of personality assessment
<br />through a study of the individual strokes of writing. It cannot predict the future, diagnos
<br />disease, or an.y questionalb predictions. Members must abide by strict code of ethics or be
<br />ousted from the organization and denied use of its materials. Materials are not available
<br />to the general public.
<br />
<br /> There are annual resident seminars and institutes held in Chicago every July that
<br />members may keep up with present trends in its applications in business, law enforcement
<br />other phases of activity.

<br /> Any and every person who for compensation, shall pretend to tell fortunes or assure to
<br />act as a clairvoyant or to practice ~almistry, Phrenology or hand writing analysis, shall
<br />pay a license tax of $10,000 per annum.

<br /> The late Dr. M. N. Bunker founded UOr~p~oanalysis" and at his death the rights were
<br />acquired by V. Peter Ferrara, a publisher and Psychology teacher in a Chicago University.
<br />There are more than thirty thousand members in the Country and Hawaii. Virginia has a state
<br />chapter agd study group in Norfolk, Vi~g~m~A~s~h~e 1965.
<br />
<br /> This tax is excessive for the practice of "Graphoanalysis" which is an accepted asd re~
<br />spected Science in the hands of respectable and morally responsible citizens. Its use in
<br />business as personnel screening and to determine poor credit risks can be an invaluable tool
<br />for ~he progressive businessman. However, this tax prevents the acceptance of its use and
<br />could encourage the practices of the occult, phrenology, palmistry and untrained handwriting
<br />pretenders.
<br />
<br /> A paper compiler by our State Chapter members and written by Mrs. Hollins, Chapter
<br />President in 1969 to verify the validity and use by Professional people is enclosed."

<br /> On motion of Mr. Raymond Smith and seconded by Mr. Johnson, the matter be referred to
<br />the City Attorney and report back to City Council, was adopted, and by the following vote:
