<br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
<br /> BY ADDING TO CHAPTER 2 THEREOF, A NEW ARTICLE CONSISTING OF ELEVEN SECTIONS,
<br /> PERTAINING TO THE ESTABLISHMENT OF A MUSEUM AND FINE ARTS COMMISSION AND ITS
<br /> ORGANIZATION AND DUTIES."

<br /> On motion of Mr. Raymond Smith, and seconded by Mr. King, to-amend the ordinance to
<br /> increase the number of members to fifteen, was adopted as amended, and by the following
<br /> vote:

<br /> Nays: None

<br /> "As a follow-up of previous discussion, the Newspaper Carriers are continuing the de-
<br /> plorable situation in Cradock, especially in the areas at Paul Jones & Alton, Harris Rd.
<br /> Afton and Geo. Washington Hwy. & Bainbridge Street.
<br />
<br /> It is recommended that an ordinance be established ~r/and existing regulations be en-
<br /> forced that will require the Newspaper Company to establish a pick up station and trash
<br /> receptacles with definite orders that the Newspapers, wire and trash be kept off the city
<br /> streets.
<br />
<br /> We join you in the fight for a cleaner and better Portsmouth."

<br /> The following letter received from Mr. W. A. Leitner, Portsmouth Circulation Manager,
<br /> The Virginian-Pilot/Ledger-Star, was read by Mr. A. P. Johnson, Jr., City Manager:

<br /> "This will confirm my conversation with you earlier this afternoon regarding the con-
<br /> dition which ex'isted in the Cradock area. As you know, upon learning of complaints in any
<br /> area of the city we attempt to rectify them as soon as possible.
<br />
<br /> In the Cradock area specifically, we have eliminated several drop off points, consoli-
<br />dating them with other drop off points. This should tend to reduce any trash or debris in th~se
<br />eliminated areas where we have consolidated our delivery points. We have also appointed some
<br />of our more responsible route delivery boys as Senior Captains with instructions to police
<br /> these areas on a daily basis. We know that we can't always be perfect but we endeavor to tak(
<br /> care of our responsiblities.
<br />
<br /> We have also instituted the same procedures in the Simonsdale and Collinswood areas.
<br />
<br /> We appreciate your keeping us informed of all complaints received by our office and we
<br />shall try to correct them as soon as we are notified." (Letter addressed to Mr. Robert Barber

<br /> 71-308 rhe following lettter from Mrs. Ray O. Woodard, 19 Chowan Drive, was read:
<br />
<br /> "I am very disappointed that you allowed the Jaycees to have a Holiday Festival in the
<br />City Park on "The Lord's Day". True, the date was July 4th, but Monday had been set aside
<br />by the Federal Gov't as a Holiday and any celebration could have taken place at that time.
<br />To Christians, that honor Sunday, this was 3ust another violation of one of the Commandments
<br />of God (#8) to "Remember the Sabbath day, to keep it holy".
<br />
<br /> I noted in the article in the paper that the festivities were to begin at 10:00 AIM.,
<br />with coninious activies, thru 9:00 P.M. This period of time covered Sunday School hours and
<br />all church services for the day.
<br />
<br /> What's next? A Rock Festival - which ha~e disgraced other cities?
<br />
<br /> I appreciate the Jaycees trying to do something to bring decent entertainment in~o
<br />Portsmouth heaven only knows we need it. It was ~nfortunate (in my opinion) that they picke
<br />the wrong day."
