July 13, 1971 <br /> <br />71-311 - The following report .from the City Attorney was read: <br /> <br /> "On April 27, 1971, the City Council adopted Ordinance No. t971-56 changing the voting <br />place for Precinct No. 1 from the former Civil Defense Headquarters, now Senior Citizens <br />Center, to the Monumental United Meihodist Church. In accordance with the applicable <br />visions of the Voting Rights Act of 1965, this ordinance was submitted to the Attorney Genera <br />of the United States for' his approval. By letter dated July 2, 1971, the Department of <br />Justice advised that the Attorney General interposed no objection to this ordinance. There- <br />fore, this ordinance is now in full force and effect." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Irvine Smith, to recexve as infor- <br />mation, was adopted and by the following ~ote: <br /> <br />~Ayes: Hol'ley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />71-312 - The following letter from Mr. L. Cleaves Manning, Attorney, was read: <br /> <br /> "This is to request that the undersigned be permitted an opportunity ~t the City Council <br />meeting to be held on J'uly 13 to present to the Council a request from the Project Area <br />Committee for the Mt. Hermon Conservation Project and the Mt. Hermon South Side Community <br />League for the closing to traffic of Mt. Vernon Avenue at its intersection with the southerly <br />line of Shasta Street.' <br /> <br />Mr. Manning spoke. <br /> <br /> The following memo sent to Mr. H. M. Myers, Jr., Assistant City Manager, from Mr. R. D. <br />McDaniel, Acting Traffic Engineer, was read: <br /> <br /> "Reference is made to the various complaints this office has received regarding heavy <br />truck traffic on City residential streets in the Port Norfolk area. <br /> <br /> We have discussed this problem with the McLean Trucking Company, as this company seems <br />to perpetrate most of the truck traffic the residents are complaing about. <br /> <br /> Mr. Poindexter, as spokesman for the McLean Trucking Co., has asked our indulgence in <br />this problem for just a short time longer as they have purchased land in' Chesapeake where <br />they will be relocating their place of business in the very near future. <br /> <br /> Until that time, we have asked that his trucks confine their routes to Mt. Vernon and <br />Florida Avenues, gommerce St., Portland St,, and London Blvd., as these streets are less <br />populated and m~re suited to heavy truck traffic. We also asked that his trucks strictly <br />adhere to the posted speed limits to reduce possible vibrations and damage to the streets. <br /> <br /> Mr. Poindexter has agreed with this and promises that, as soon as the trucking company <br />is relocated, this problem will cease as far as his company is concerned. <br /> <br /> We are still in the process, however, of studying this area to determine if other truck- <br />ing cpmpies are using these streets. If we find they are, we will work out a route for them <br />also. <br /> <br /> It is my feeling since McLean Trucking Co. is the largest in this area, that truck traff~ <br />will decrease to a mi.nimum upon their relocation. <br /> <br />If further information is desired, please advise.' <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. King, to be referred to the City <br />Manager for a study a~dstopping of truck traffic, was adopted, without dissenting vote. <br /> <br /> 71-314 The following letter from Mr. C. A. Butler, Chairman, Park View Citizens <br />Committee, was read: <br /> <br /> "in recent weeks VEPCO has had tmee experts (?) trimming trees in Park View to clear <br />their wires. In our opinion these trees are being over cut and many of the residents have <br />complained to us about it~ <br /> <br /> Enclosed is a copy of this Committee's protest to the VEPCO. We would appreciate the <br />City Council supporting our action by also protesting to VEPC0." <br /> <br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith, to receive as information and <br />be referred to the City Manager, was adopted, without dissenting vote. <br /> <br />71-315 See item 71-303 Letter inserted. <br /> <br />71-516 - The following letter received from Mr. Louis H.
