The City Council, in 1970, appointed
such a committee but inadvertently it was designated a Board in the Council records. This
is in conflict with Section 63.1-43 of the State Code designating Advisory Boards.

It is recommended that the City Council designate this committee as the Social Services
Advisory Committee. The City Council is to appoint the members and the Superintendent
of Social Services has the staffing responsibility to the committee."

On motion of Mr. King and seconded by Mr. Raymond Smith, to concur in the recommen-
dation of the City Manager, was adopted, and by the following vote:

Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
Nays: None

71-305 "At the last meeting of the City Council, I was requested to make a report
on drainage conditions in the 2700 block of Columbia Street as the result of a petition
being presented to City Council.

This has been investigated by the Engineering Department and I am advised that there
are storm drains in this area. To improve these conditions, it will require curb and gutter.
ing and this is estimated to cost $15,000. It is my recommendation that this be considered
when the Council considers all of the requests for curb and guttering for the 1971-72 fiscal
year."

On motion of Mr. RaYmond Smith and seconded by Mr. Johnson~ to concur in the recommen-
dation of the City Manager and to advise the petitioners of action taken, was adopted, and
by the following vote:

Ayes: Holley, J~hnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
Nays: None

71-506 - "I submit the attached ordinance and recommend it be placed on first reading.
This appropriates $165,000 for the installation of a new crane at the incinerator, plus
additional work necessary to the building and a sprinkler system for the holding pit.

The present crane at the incinerator is 10 years old and we have been experiencing
a lot of downtime. When this happens, it is impossible to operate the incinerator. With
the installation of the new crane, the present crane will be held in reserve in order that
the incinerator can continue operating when one crane is down. ~

This will require modifications to a part of the building and we also propose to installi
a sprinkler system in the holding pit. This will protect the building against fire due
to combustion which we have experienced in the past.

Bids were received on Friday,
bids were received:

Harnischfeger
Milwaukee, Wisconsin

July 9, for the installation of this crane.

$139,9S0

The followin~

Dresser Crane, Hoist
Huskegon, Michigan

& Tower Division

$174,905
$176,040

Harnischfeger Co~poration being the low bidder, I recommend the contract be awarded
to this firm."

On motion of Mr. Irvine Smith and seconded, by Mr. Turner, the following ordinance
was approved on first reading, and by the following vote:

"AN ORDINANCE TO APPROPRIATE $165,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT
FUND FOR THE INSTALLATION OF A SECOND CRANE AND A SPRINKLER SYSTEM AT THE
INCINERATOR."

Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
Nays: None
