<br />which, together with the Federal capital grant, will be generally equal to the difference
<br />between Gross Project Cost, and the proceeds or value of Project land sold, leased, or retail
<br />for use in accordance with the urban renewal plan.

<br /> 71-304 - "In 1969, the State Department of Welfare and Institutions issued a Bulletin
<br />#488 requiring localities to establish an advisory committee on all phases of aid to de-
<br />pendent children and child welfare service programs. The City Council, in 1970, appointed
<br />such a committee but inadvertently it was designated a Board in the Council records. This
<br />is in conflict with Section 63.1-43 of the State Code designating Advisory Boards.
<br />
<br /> It is recommended that the City Council designate this committee as the Social Services
<br />Advisory Committee. The City Council is to appoint the members and the Superintendent
<br />of Social Services has the staffing responsibility to the committee."

<br />dation of the City Manager, was adopted, and by the following vote:

<br /> 71-305 "At the last meeting of the City Council, I was requested to make a report
<br />on drainage conditions in the 2700 block of Columbia Street as the result of a petition
<br />being presented to City Council.
<br />
<br /> This has been investigated by the Engineering Department and I am advised that there
<br />are storm drains in this area. To improve these conditions, it will require curb and gutter.
<br />ing and this is estimated to cost $15,000. It is my recommendation that this be considered
<br />when the Council considers all of the requests for curb and guttering for the 1971-72 fiscal
<br />year."

<br /> On motion of Mr. RaYmond Smith and seconded by Mr. Johnson~ to concur in the recommen-
<br />dation of the City Manager and to advise the petitioners of action taken, was adopted, and

<br /> 71-506 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $165,000 for the installation of a new crane at the incinerator, plus
<br />additional work necessary to the building and a sprinkler system for the holding pit.
<br />
<br /> The present crane at the incinerator is 10 years old and we have been experiencing
<br />a lot of downtime. When this happens, it is impossible to operate the incinerator. With
<br />the installation of the new crane, the present crane will be held in reserve in order that
<br />the incinerator can continue operating when one crane is down. ~
<br />
<br /> This will require modifications to a part of the building and we also propose to installi
<br />a sprinkler system in the holding pit. This will protect the building against fire due
<br />to combustion which we have experienced in the past.

<br />FUND FOR THE INSTALLATION OF A SECOND CRANE AND A SPRINKLER SYSTEM AT THE
<br />INCINERATOR."
