<br /> 71-503 - "I submit the attached resolution and recommend its adoption. This authorize~
<br />the Portsmouth Redevelopment and Housing Authority to proceed with survey and planning
<br />work for the Southside Urban Renewal Project VA R-72. This is the initial project in
<br />the Southside G.N.R.P. and covers the area generally bounded by the rear line of property
<br />on the west side of Effingham Street, Randolph Street on the north, 7th Street on the
<br />east and Portsmouth Boulevard on the south.
<br />
<br /> While there still remains the possibility that the City will have to pay one-third
<br />of the cost of relocation beginning July, 1972, it is recommended that the City proceed
<br />with the survey and planning. This is necessary in order that credit for the Effingham
<br />Street construction will not be lost because of time requirement for the beginning of
<br />a project in Southside."

<br /> The following letter from Mr. Ruben L. Bouie, President, Sauthside Project Area
<br />Committee was read:

<br /> "I am requesting to be placed on the agenda of the City Council meeting of July 1S,
<br />1971 to present a communication concerning the application for a federal planning grant
<br />for an urban renewal program in Southside."
<br />
<br /> On motion of Mr. Holley and seconded by Mr. Turn~, to suspend the rules to hear
<br />Mr. Boule at this time, was adopted, without diss..enting vote.

<br />Mr. Bouie spoke.
<br />
<br /> On motion of Mr. Turner and seconded by Mr. King, the following resolution, was
<br />adopted, and by the following vote:
<br />
<br />"RESOLUTION AUTHORIZING THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY
<br />TO PROCEED WITH THE SURVEY AND PLANNING WORK FOR THE SOUTHSIDE URBAN RENEWAL
<br />PROJECT, VA R-72.
<br />
<br /> WHEREAS, under Title t of the Housing Act of 1949, as amended (herein referred to
<br />as "Title I"), the Secretary of Housing and Urban Development is authorized to extend
<br />financial assistance to local agencies in the elimination and prevention of the spread
<br />of slums and urban blight through the planning and undertaking of urban renewal projects;
<br />and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority, at the request of the
<br />Council, has investigated and reported to the Council on the condition of that portion
<br />of the City of Portsmouth, generally known as Southside Project, VA R-72, and further
<br />described on the attached boundary description; and
<br />
<br /> WHEREAS, it is desirable and in the public interest that the Portsmouth Redevelopment
<br />and Housing Authority make surveys and prepare plans, presently estimated to cost approxi-
<br />mately Three Hundred Twenty-five Thousand Dollars ($325,000.00) in order to undertake
<br />and carry out an urban renewal project of the character contemplated by Section 110 (c)
<br />in the City of Portsmouth, and State of Virginia, which is described on the above-mentionec
<br />boundary description.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That the proposed Urban Renewal Area described above is a blighted, deteriorated,
<br />or deteriorating area appropriate for an urban renewal project and that certain areas
<br />within the area described above appear to be deteriorating and may be eligible for conser¢
<br />ration as provided under Section 36-48.1, et. seq. of the Code of Virginia, 1950, as
<br />amended, and it is so declared, and that the undertaking by the Portsmouth Redevelopment
<br />and Housing Authority of surveys and plans for an urban renewal project of the character
<br />contemplated by Section 110 (c) of Title I in the proposed Urban Renewal Area is hereby
<br />approved.
<br />
<br /> 2. That the financial assistance available under Title I
<br />Portsmouth Redevelopment and Housing Authority to finance the
<br />of the proposed Project.

<br /> 3. That it is cognizant of the conditions that are imposed in the undertaking and
<br />carrying out of urban renewal projects with Federal financial assistance under Title
<br />I, including those relating to (a) the relocation of site occupants (b) the provisions
<br />of local grants-in-aid (c) the prohibition of discrimination because of race, color, creed
<br />or national origin, and [d) the requirement that the locality present to the Secretary
<br />of Housing and Urban Development, as a prerequisite to approval of the application describ
<br />below, a Workable Program for Community Improvement, as set forth in Section 101 (c} Title
<br />I, for utilizing appropriate public and private resources to eliminate and prevent the
<br />development or spread of slums and urban blight.
