<br />"Whenever the Secretary of the Army, upon recommendation of the Chief of Engineers,
<br />determines that notwithstanding the provisions of Federal Property and Administrative
<br />Services Act~of 1949 as amended with respect to the disposal of surplus real property
<br />.... the development of public port or industrial facilities on land which is part of
<br />a water resource development project under his jurisdiction will be in the public
<br />interest .... he may convert the land by quit claim deed to a .... port authority or other
<br />body created by the State .... for ~he purpose of developing or encouraging the develop-
<br />ment of such facilities."

<br /> We strongly urge the City of Portsmouth to urge our congressmen to introduce the neces-
<br />sary action in Congress to have the Craney Island area made available for industrial, port,
<br />commercial and recreatimnal development.
<br />
<br /> The Tidewater area has one major drawback in attracting substantial industry and that
<br />is that we have only one-half of s market to which manufactured goods can be distributed as
<br />compared with inland areas. This is due to our location on the caa.~twith what would normally
<br />be one-half our distribution area occupied by water. However, Craney Island ms extremely
<br />well situated for water traffic oriented industries, particularly those that might find ad-
<br />vantages from operating within a foreign trade zone. k foreign trade zone has been defined
<br />"an enclosed, and policed area, in or adjacent to a port of entry, operated as a public
<br />utility by a public or private corporation, where foreign and domestic merchandise of every
<br />description, except such as is prohibited by law, may, without being subject to customs laws
<br />of the United States, be brought and be stored, sold, exhibited, broken up, repaced, assemble~,
<br />distributed, sorted, graded, cleaned, mixed with foregin or domestic merchandise, or other- ~
<br />wise manipulated or be manufactured and be exported, destroyed, or sent therefrom into customs
<br />territory of the United States in the original package or otherwise." Because of the advan-
<br />tages offered to manufacturers under a foreign trade zone, we feel that such a zone would be
<br />appropriate and would promote and encourage industrial development of the Craney Island fill
<br />area. Therefore, we recommend that establishment of a foreign trade zone in the Craney Island
<br />area be included in a resolution by the City of Portsmouth encompassing the recommendations
<br />of this Study Commission."

<br /> On motion of Mr. Irvine Smith and seconded by Mr. Raymond Smith,; to receive the report
<br />and be referred to a conference, was adopted, and by the following vote:

<br />The following zeports from the City Manager were read:
<br />
<br /> 71-295 "[ submit the attached ordinance and recommend it be placed on first reading.
<br />This prohibits fishing, crabbing and swimming from the seawall and bridges in the City:.
<br />
<br /> There was an incident on the West Norfolk Bridge where an automobile struck the end
<br />of a bamboo fishing pole extending into the roadway. While there were no injuries in this
<br />incident, the possibility of this happening should be eliminated. The bridge is posted
<br />as a no fishing area, but without an ordinance, it is not enforceable."

<br /> On motion of Mr. Irvine Smith and seconded, by Mr. Raymond Smith, the following ordinance
<br />was approved on first reading by the following vote:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
<br />BY ADDING THERETO A NEW SECTION NUMBERED 19-85, MAKING IT UNLAWFUL TO SWIM,
<br />FISH OR CRAB FROM ANY BRIDGE AND THE SEAWALL IN THE CITY."

<br /> 71-296 - "I s,ubmit the attached ordinance and recommend it be placed on first reading.
<br />This amends the retirement ordinance pertaining to creditable service.
<br />
<br /> An ordinance was recently adopted giving employees that were transferred from the City
<br />of Chesapeake Police Department to the Portsmouth Police Department as the result of annexact
<br />ation credit for their time of employment with the City of Chesapeake, provided their service
<br />was continuous.

<br />in other departments that have not been given credit for their service.
<br />
<br /> This ordinance will give these employees credit for this
<br />and they pay into the fund equivalent to what would have been

<br />service provided it is continuo~
<br />deducted. This will then
<br />City through annexation."

<br />BY ADDING THERETO TWO NEW SECTIONS NUMBERED 26-24.2 and 26-69.2, PROVIDING
<br />FOR PREVIOUS CONTINUOUS SERVICE UNDER EITHER RETIREMENT SYSTEM TO BE INCLUDED
<br />AS CREDITABLE SERVICE."
