I have only until tomorrow, July 14, 1971 to answer Re: (a)." <br /> <br />Mr. Keffer spoke. <br /> <br />Motion of Mr. Raymond Smith and seconded by Mr. Turner, to receive as information. <br /> <br />City <br />back <br /> <br />On motion of Mr. Irvine S~Aith and seconded by Mr. King, to amend the motion that the <br />Attorney investigate the make of the form used by the Board of Equalization and report <br />to Council, was adopted, with one abstaining vote - that of Mr. Holley. <br /> <br />71-517 The following resolution was read: <br /> <br />"RESOLUTION SUPPORTING BROCK CONSTITUTIONAL AMENDMENT BILL, SUPPORTED BY <br />SENATOR WILLIAM B, SPONG, SENATOR HARRY F. BYRD AND<'CONGRESSMAN G. WILLIAM <br />WHITEHURST, SENATE JOINT RESOLUTION 112. <br /> <br /> WHEREAS, busing is being introduced into our localities causing undue financial <br />strain on our tax torn cities. <br /> <br /> WHEREAS, citizens have been burdened with taxes as high as they can stand and <br />further expense by busing will require more taxes to be levied in our city which has <br />the lowest per capita wealth in the state. <br /> <br /> WHEREAS, busing does cause inconvenience, disharmony, unhappiness and undue burden <br />on. all citizens regardless of race, color or creed. <br /> <br /> WHEREAS, any money available could be put into quality education instead of was~i~g <br />it on unnecessary busing. ,~ <br /> <br /> WHEREAS, the higher courts of our land are playin~ with the lives of children as <br />though they were only numbers. <br /> <br /> WHEREAS, at least one half of all our property is tax exempt by state and federal <br />laws, leaving little or no means of raising taxes in Portsmouth, <br /> <br /> WHEREAS, unnecessary busing to achieve certain numbers in our schools does cause <br />a risk of lives with no regard for safety of our children. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />give our support to the Brock Constitutional Amendment, before <br />which states: <br /> <br />of Portsmouth that we do <br />the United States Senate <br /> <br /> 'No Public School Student shall, because of his race, color or creed, be assigned <br />to or required to attend a particular school.' " <br /> <br /> Motion of Mr. JohnsOn and seconded by Mr. Raymond <br />a letter with a copy of the resolution to the two U. S. <br />Virginia, was adopted, and by the following vote: <br /> <br />Smith, Chat the City Clerk forward <br />Senators and all 6ongressmen in <br /> <br />Ayes~ ~Johnson, King, <br />Nays: Holley, Tmrner <br />Abstaining: Irvine Smith <br /> <br />Raymond Smith, Barnes <br /> <br /> 71-318 Motion of Mr. Johnson and seconded by Mr. King, that the City Manager check <br />into eliminating certain houses as blight that are unsafe, as causing problems as havens <br />for drug addicts, drinking and molesting of children in the following: 125 Armstrong Street <br />250 Armstrong Street, 1117 Blair Street, 1101 Blair Street, 931 Blair Street, 1042 Holladay <br />Street, 1045½ Holladay Street, 1045 Holladay Street, 1116 Holladay Street, and 1222 Bay <br />Street, was adopted, without dissenting vote. <br /> <br /> 71~319 - Motion of Mr. Johnson and seconded by Mr. Raymond Smith, that the City Attorney <br />make preparation to inc~rease the Zoning Ordinance Study Commission from five members <br /> to <br /> <br />seven members, was~adopted, without dissenting vote. <br /> <br /> 71-320 Motion of Mr. Raymond Smith and seconded by Mr. Johnson, to refer to the City <br />Attorney to draft an ordinance adding to Sec. 2-24,"Requests for permission to address ' <br />Council", that all,requests for permission to address Council be received by Friday prece~in <br />Council meeting~on~ Tuesday, was adopted, without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />APPROVED - <br /> <br />City Clerk <br /> <br /> <br />
